Duties Description This incumbent will function as one the Upper payment limit (UPL) Unit Leads within the Global Cap, Rebates, and Supplemental Programs Bureau within OHIP’s Division of Finance and Rate Setting (DFRS) in the tracking, analyzing, and forecasting of the federally required UPL.
The Federally mandated UPL program provides annual supplemental payments (over $800 million) to providers based on Federal matching funds of how much Medicare would pay for the same Medicaid services.
Specific duties and responsibilities may include the development, implementation, management, oversight and/or monitoring of:
• Supervise professional staff in the administration of program activities. In addition, duties may include:
• Establish the annual physican UPL
• Prepare State Plan Amendments (SPAs) and analyze all program SPAs that impact the UPL demonstration.
• Work collaboratively with physican practice plans and consultants.
• Interact and collaborate with rate setting, fiscal management, and program staff within the Department as well as other state agencies that interact with the UPL program
• Draft reports for executive staff.
• Determine and oversee staff assignments related to the UPL.
• Review and provide feedback on staff assignments and work products.
Minimum Qualifications Current permanent or contingent-permanent, competitive status as an Associate Health Care MSA, G-23 OR a NYS employee with one year or more of permanent or contingent-permanent, competitive service in a title at or above a G-21 and deemed eligible for transfer to Associate Health Care MSA, G-23 under section 52.6 of the NYS Civil Service Law.
Provisional Appointment: In the absence of an eligible list with three or more candidates willing to accept a position, a temporary provisional appointment may be considered. For provisional appointment, candidates must meet one of the following minimum qualifications: Be a current NYS Department of Health employee with one year of permanent competitive or 55-b/55-c service as a Senior Health Care Management Systems Analyst
If three or fewer New York State Department of Health promotional candidates respond to this notice, the agency may, at its discretion, nominate a qualified employee for non-competitive promotion under the provisions of Section 52.7 of the Civil Service Law. Employees must have one year of permanent or contingent-permanent, competitive service as a Senior Health Care MSA, full journey level. If certified by Civil Service, mandatory reemployment list candidates must be considered first for appointment to this title
Open to the Public: This title is part of the New York Hiring for Emergency Limited Placement Statewide program (NY HELPS). For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, if the candidate meets the below NY HELPS minimum qualifications.
NY HELPS Non-Competitive Minimum Qualifications:
A bachelor's degree and three years of specialized experience in either evaluation of programs in the health care financing field or in health services research in finance, design, or implementation and one year of which must include experience in conducting public policy research and analysis in finance.
Preferred Qualifications: Critical thinking skills, analytical skills with Microsoft Excel, ability to solve problems independently. Professional work experience and/or education in accounting and trend analyses.

Professional work experience should include policy, projections and trend analysis. The candidate must also have the ability to interact and collaborate with other staff with the Department of Health as well as Other State Agencies.
Additional Comments Microsoft Excel knowledge, skills, and abilities are a requirement.
This position is part of the NYS HELPS program. No examination is required.
For new State employees appointed to graded positions, the annual salary is the hiring rate (beginning of the Salary Range) of the position. Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.
