Duties Description A Construction Specialist 1 (CS1) will be assigned to work field assignments in survey, as a survey team leader.CS1 assigned to field survey would act as a Crew Chief to the survey party. They would be responsible for strategic planning to accomplish the field survey in the most productive manner. Must be able to operate and direct others in the operation of Total Stations, Digital Levels, GPS data collection, and LIDAR equipment. Must be familiar with survey collection and processing software. Must have valid NYS driver’s license and would be responsible for a NYSDOT issued survey vehicle holding all specialized survey equipment. The current work schedule for this position is a 9 out of 10 day compressed work schedule. The position is outside work, year-round, with occasional office visits to process computerized survey data. Must be able to work in an outdoor environment; traversing steep slopes when necessary, entering water drainage course, and surveying hard pavement features to collect survey data. Must be able to set up and operate within temporary survey work zones in close proximity to existing traffic.

A CS1 mat supervise, train and coordinate work of subordinate employees and engineering technicians.
While this position is for a specific program area, CS1s may be assigned to various program areas throughout their employment based on operational need. Occasionally, incumbents may also be called upon to support department needs in other locations. This effort could range from participating remotely to occasional travel as necessary to support program operation, capital program delivery or other department initiatives.

At the time of appointment and continuously thereafter candidates must be able to demonstrate their ability to meet the travel requirements of the position by maintaining a valid driver’s license to operate a motor vehicle in New York State and/or having access to reliable transportation.
Responsibilities may also include serving a role in within the Incident Command System to support the Department’s response to regional and statewide emergency situations.

Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).*

To be considered for appointment through NY HELPS, or 55 b/c, candidates must meet the minimum qualifications for this position. The qualifications are:

Promotional: One year of permanent competitive or 55-b/55-c service as a Principal Drafting Technician (General), Principal Drafting Technician (Structural), Principal Engineering Technician, Principal Engineering Technician (Soils), Mapping Technician 3, Mapping Technologist 1, Senior Engineering Materials Analyst, Senior Engineering Materials Chemist, Materials Testing Specialist 1, Engineering Geologist, or Traffic Systems Technician 2.

Open Competitive: High school graduation or equivalent and six years of full-time satisfactory experience in civil engineering or engineering technology related to transportation infrastructure work.

Substitution
30 semester hours of training for a technical institute, community college or college in civil engineering, civil engineering technology, construction technology, engineering, physical or applied sciences on a year-for-year basis, up to four years.

Candidates may also be qualified for permanent competitive appointment if reachable from the appropriate Civil Service eligible list or eligible for reassignment or transfer in accordance with Civil Service Law.
