Duties Description The New York State Insurance Fund (NYSIF), Division of Confidential Investigations (DCI), is among the most active special investigations units in the country working with local, state, and federal authorities in the investigation, arrest and prosecution of individuals and businesses suspected of workers compensation and disability fraud involving NYSIF. DCI’s mission is to reduce the instances of insurance fraud and abuse against NYSIF and to prevent and mitigate ongoing fraud.
Reporting to Senior Investigative Officers, including the Chief of Investigations, the Investigative Officer 1 (SIF) will conduct investigations of workers compensation fraud, waste and abuse by claimants throughout the state. Investigative Officers handle matters of a confidential and/or sensitive nature. Duties include, but are not limited to, the following:
Responsibilities include, but are not limited to:
• Caseload management including the gathering and analysis of documentary evidence from various NYSIF departments, private investigator reports, police reports, payroll records, business records, medical records, financial records, and policyholder records to determine the validity of allegations.
• Conduct database searches into people, corporations, liens, addresses and property ownership. Gather public and private intelligence information, including social media, to support the investigations.
• Employ foot, stationary, and vehicle surveillance techniques to gather and record evidence in various formats. Conduct surveillance at worksites, private homes, and businesses belonging to claimants and doctors.
• Interview and obtain affidavits from investigation subjects and witnesses, including employers, co-workers, treating physicians, or hospital administrators.
• Obtain documentary evidence of concealed employment and illicit activities, including payroll records, business records, receipts, contracts, and employer affidavits.
• Prepare narrative reports of investigations and surveillance. Draft written reports, evidence summaries and referrals for presentation to a criminal prosecutor or NYSIF civil attorneys.
• Meet with prosecutors regarding case referrals and ongoing prosecutions, as well as fraud investigative and law enforcement officials to discuss topics relevant to workers compensation fraud prevention.
• Assist lawyers, prosecutors or NYSIF civil attorneys with ongoing legal action, including post-conviction/verdict follow-up. Testify as needed at trial, grand jury, or Worker’s
Compensation Board hearings.
• Build and maintain professional contact with local, state and federal insurance fraud officials, as well as private sector leaders and organizations that identify, investigate and assist in prosecution of workers compensation fraud.
• Participate in meetings and training opportunities related to worker’s compensation fraud investigations to keep updated on trends and enhance investigative skills for the detection of claims fraud.
Minimum Qualifications • An associates degree or higher in criminal justice or related field*; OR
• Five years of insurance claims or law enforcement investigation experience or professional investigation experience with law enforcement agencies, OR
• Seven years of professional investigation experience involving economic or insurance related matters.
*Related fields include law enforcement, police science, criminal justice administration, criminology, criminal investigation, police studies, public justice, forensic accounting, forensic psychology, forensic science, and economic crime management.
Preferred Qualifications:
• Prior experience/involvement with criminal investigations.
• Familiarity with investigative databases.

For new State employees appointed to graded positions, the annual salary is the hiring rate (beginning of the Salary Range) of the position. Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.
