Duties Description The New York State Insurance Fund (NYSIF), Division of Confidential Investigations (DCI), is among the most active special investigations units in the country working with local, state, and federal authorities in the investigation, arrest and prosecution of individuals and businesses suspected of workers compensation and disability fraud involving NYSIF. DCI’s mission is to reduce the instances of insurance fraud and abuse against NYSIF and to prevent and mitigate ongoing fraud.
Reporting to Senior Investigative Officers, including the Chief of Investigations, the Investigative Officer 2 (SIF) will conduct investigations of workers compensation fraud, waste and abuse by claimants throughout the state. Investigative Officers handle matters of a confidential and/or sensitive nature. Duties include, but are not limited to, the following:

Responsibilities include, but are not limited to:
• Caseload management including the gathering and analysis of documentary evidence from various NYSIF departments, private investigator reports, police reports, payroll records, business records, medical records, financial records, and policyholder records to determine the validity of allegations.
• Assist Investigative Officer 3 and Investigative Officer 4 in the oversight and caseload management of Investigative Officer 1s by providing direction and guidance on the analysis and synthesis of the above referenced documentary evidence.
• Direct and manage advanced database research and intelligence gathering efforts into individuals, corporations, liens, property ownership, and other key areas. Supervise the collection of public and private intelligence, including social media activity, to support comprehensive investigations.
• Assist Investigative Officer 3 and Investigative Officer 4 by providing leadership in conducting surveillance at worksites, private residences, and businesses associated with claimants and other subjects of interest.
• Lead the interview and affidavit process, ensuring high-quality information is gathered from investigation subjects and witnesses, such as employers, coworkers, treating physicians, and hospital administrators.
• Supervise the acquisition of key documentary evidence, ensuring thorough investigation into concealed employment and illicit activities through the collection of payroll records, business records, receipts, contracts, and employer affidavits.
• Assist Investigative Officer 3 and Investigative Officer 4 in the review and approval of investigative reports, including narratives, evidence summaries, and legal referrals. Guide
the preparation of high-level documentation for presentation to criminal prosecutors or NYSIF civil attorneys.
• Serve as a liaison with prosecutors, fraud investigators, and law enforcement officials to discuss case strategies, trends in workers’ compensation fraud, and prevention techniques.
• Provide oversight and direction on sensitive and complex investigations, leveraging knowledge of workers’ compensation laws on prosecutable cases.
• Collaborate with legal teams, including attorneys and prosecutors, on ongoing legal actions, ensuring investigative support for trials, grand juries, and Workers’ Compensation Board hearings. Offer expert testimony as required.
• Maintain and expand professional networks, representing NYSIF in engagements with local, state, and federal insurance fraud officials and private sector organizations to strengthen partnerships and improve the identification and prosecution of workers’ compensation fraud.
• Stay abreast of emerging trends through participation in training, professional development and strategic discussions.
• Collaborate and ensure effective communication between DCI and other NYSIF departments.
• Demonstrate leadership in caseload management, investigative strategy, and operational execution.

Minimum Qualifications Minimum Qualifications:
• One year of permanent service as an Investigative Officer 1 (SIF); OR
• An associates degree or higher in criminal justice or related field AND two years of insurance claims or law enforcement investigation experience or professional investigation experience with law enforcement agencies; OR
• A bachelor’s degree AND one year of experience as described above; OR
• Six years of experience as described above; OR
• Eight years of professional investigation experience involving economic or insurance related matters.

*Related fields include law enforcement, police science, criminal justice administration, criminology, criminal investigation, police studies, public justice, forensic accounting, forensic psychology, forensic science, and economic crime management.

Preferred Qualifications:
• Prior experience/involvement with criminal investigations.
• Familiarity with investigative databases.
• Experience with testifying or presenting matters to prosecutors.

For new State employees appointed to graded positions, the annual salary is the hiring rate (beginning of the Salary Range) of the position. Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.
