Duties Description Standard Duties:

The Program Research Specialist 2 (Human Services) with Research and Statistics will perform the following duties, not limited to:

Produce monthly estimates in a timely manner and supervise CES (Current Employment Statistics) staff in learning estimation procedures.

Oversee data collection process, verify completeness and accuracy of data, produce required deliverables on schedule, and communicate with the BLS (Bureau of Labor Statistics) to ensure data integrity.

Review and comment on the cooperative agreement prior to it being signed to suggest changes if necessary.

Oversee data collection, summarization and formatting to respond to requests in a professional and timely manner.

Train and supervise CES staff in correct procedures and practices.

Create and maintain procedure documentation, ensuring that procedures are up to date, accurate and easily accessible in the event of unexpected staff changes.

Attend trainings, meetings and conferences to provide input and respond to questions pertaining to CES.

Create and maintain scripts, apps, and processes for stat checking data, and making improvements to those processes to increase accuracy and efficiency.

Collaborate on projects, possibly to create the expectations and goals.

Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide program (NY HELPS). For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, if they meet the below NY HELPS minimum qualifications.

NY HELPS Non-Competitive Minimum Qualifications:

A bachelor's degree* including or supplemented by nine semester credit hours in statistics, biostatistics, economics, econometrics, research methods, mathematics, data analysis, or data modeling and three years of professional research experience in the collection and evaluation of quantitative data directed toward review and analysis of social services programs, such as cash or nutrition assistance, child welfare, disease management, disease prevention, employment and unemployment services, labor market information, or workforce development.

*Substitution: J.D. or master's degree may substitute for one year of the experience; a doctoral degree may substitute for two years of the experience. Your degree must have been awarded by a college or university accredited by a regional, national, or specialized agency recognized as an accrediting agency by the U.S. Department of Education/U.S. Secretary of Education. If your degree was awarded by an educational institution outside the United States or its territories, you must provide independent verification of equivalency. Reassignment Qualifications:

Current Department of Labor employees only, with at least one year of permanent, contingent-permanent in a Program Research Specialist 2 (Human Services); if you have less than one year, you must be reachable on the current list for this location, if one exists.

70.1 Transfer Qualifications:
Candidates with one year of permanent/contingent permanent or 55b/c service as an Associate Statistician, Grade 23 may qualify for transfer to Program Research Specialist 2 (Human Services), Grade 23.

52.6 Transfer Qualifications:
Current NYS employees with one year or more of permanent, contingent permanent, or 55b/c service in a title allocated to Grade 21 or higher and designated as Administrative under Section 52.6 of the Civil Service Law.

Preferred Qualifications:
Ability to initiate and maintain relationships across a diverse set of stakeholders.

Additional Comments Position specific job duties may include occasional altered work schedule or job assignments which require availability and willingness to work occasional evenings and/or out-stationed assignments.

Candidates with no previous state service will begin at the starting rate of the salary range listed above.
