Duties Description Public Health Field Services Representative 1 Trainee will be based in the NYS Department of Health's Office of Sexual Health and Epidemiology Surveillance and Special Projects Unit. Employee will be supervised and report to Public Health Field Services Representative 2 and will assist with daily surveillance responsibilities including assisting Local Health Departments (LHDs) with completion of CDESS sexually transmitted infections (STIs) investigations and case creations. Employee will assist with ensuring that all data elements are completed and assist with disbursement of Quality Assurance reports. During end of year resolution of surveillance counts, employee will follow-up with counties to close out/resolve investigations and ensure that all cases have appropriately been completed. Employee will also assist with treatment verification and search electronic medical record systems to locate information pertinent to reported cases.
Minimum Qualifications Reassignment: Current NYS Department of Health (DOH) employee with permanent or contingent permanent status as a Public Health Field Services Representative 1, G-18, Public Health Field Services Representative Trainee 1, NS or Public Health Field Services Representative Trainee 2, NS.
Transfer: Current NYS DOH employee with one year or more of permanent or contingent permanent competitive service as a Public Health Representative 2, G-16 or Public Health Representative 3, G-18 and eligible for transfer under Section 70.1 of the Civil Service Law OR current NYS employee with one year or more of permanent or contingent permanent competitive service in a title at or above G-11 and eligible to transfer to Public Health Field Services Representative Trainee 1 under Section 70.4 of the Civil Service Law by having a bachelor’s degree or higher in behavioral health/science, biochemistry, biological science, biology, biostatistics, biotechnology, chemistry, community health, counseling, education, epidemiology, health administration, health communication, health education, health promotion, health science, health and wellness, human services, humanities, infection control/prevention, microbiology, molecular biology, nursing, nutrition, occupational health, physical therapy, physics, pre-med, psychology, public health, public policy, social work, sociology, statistics, or substance abuse counseling and obtained a passing score on the current NYS Department of Civil Service Professional Career Opportunities select eligible list #50-002, or Public Health Field Services Representative Trainee 1 list #00-501.

Trainee 2: In addition to the Trainee 1 minimum qualifications listed above, you must also have: Either 1. One year of professional experience. performing on-site public health program and service reviews, including provision of technical assistance, education, and outreach activities to ensure compliance with State and federal public health laws, rules, regulations, and guidelines; OR 2. A master's or higher degree in behavioral health/science, biochemistry, biological science, biology, biostatistics, biotechnology, chemistry, community health, counseling, education, epidemiology, health administration, health communication, health education, health promotion, health science, health and wellness, human services, humanities, infection control/prevention, microbiology, molecular biology, nursing, nutrition, occupational health, physical therapy, physics, pre-med, psychology, public health, public policy, social work, sociology, statistics, or substance abuse counseling.
Grade 18: In addition to the Trainee 1 minimum qualifications listed above, you must also have: Either 1. Two years of professional experience. performing on-site public health program and service reviews, including provision of technical assistance, education, and outreach activities to ensure compliance with State and federal public health laws, rules, regulations, and guidelines; OR 2. A master's or higher degree in behavioral health/science, biochemistry, biological science, biology, biostatistics, biotechnology, chemistry, community health, counseling, education, epidemiology, health administration, health communication, health education, health promotion, health science, health and wellness, human services, humanities, infection control/prevention, microbiology, molecular biology, nursing, nutrition, occupational health, physical therapy, physics, pre-med, psychology, public health, public policy, social work, sociology, statistics, or substance abuse counseling AND one year of professional experience. performing on-site public health program and service reviews, including provision of technical assistance, education, and outreach activities to ensure compliance with State and federal public health laws, rules, regulations, and guidelines.
Preferred Qualifications: Experience in communicable disease epidemiology and disease surveillance activities. Strong written and verbal communication skills. Ability to work independently and in team as assigned. Experience using NYSDOH data systems, such as the Electronic Clinical Laboratory Reporting System (ECLRS) and the Communicable Disease Electronic Surveillance System (CDESS). Experience with Microsoft suite of software in particular Excel, Word, and PowerPoint.
Additional Comments Although not necessary, it would be useful if applicants had experience using SAS and/or R and/or some knowledge of Tableau.
Permanent, full-time position. Transfer Candidates may be asked for their social security number to verify eligibility. Frequent and unanticipated travel, including possible overnights and travel to areas that may not be served by public transportation, will be required (20%). Candidates must have a valid NYS Driver's License or demonstrate they can meet the travel requirements for the position.
This position is part of the NYS HELPS program. No examination is required.
This position may require travel throughout New York State including overnights to areas not served by public transportation.
