Duties Description The Division of Air Resources (DAR) is responsible for improving and maintaining air quality throughout the State. It regulates the emission of air pollutants emitted from diverse sources, from consumer products and motor vehicles to power plants and industrial facilities. DAR implements requirements of the federal Clean Air Act as well as various State requirements. The Division also has a substantial role in reducing greenhouse gas emission and helping to implement the requirements of the Climate Leadership and Community Protection Act.
Nine regional offices are primarily responsible for permitting and enforcement; the Albany central office is primarily responsible for regulatory development, air quality planning, program implementation and support, air quality monitoring, and research efforts. DAR coordinates program activities with other Department of Environmental Conservation (DEC) divisions and offices, and other State agencies and authorities, particularly those with energy or transportation responsibilities.
Recognizing that air quality is both a regional and local problem, DAR works closely with the US EPA and agencies from other states, as well as local and tribal governments within the State. It collaborates with academic institutions on various air pollution research projects and is actively involved with national and regional air pollution / air quality management associations.
The Director supervises the activities of the Bureaus within the Division and of staff in the nine regional programs working on matters relating to the above-mentioned areas. He or she coordinates with and, when appropriate, participates in the activities of multi-agency, multi-state and federal committees, commissions and boards concerned with matters addressed by the Division’s programs. The Director performs all other executive functions required for the effective management and administration of the Division’s programs including budgeting and planning, program evaluation, performance evaluations and reporting, and briefing other leadership within DEC and the State.
Minimum Qualifications Bachelor’s degree and nine years of professional experience in a field related to environmental conservation, environmental protection, or natural resources. Four years of the experience must include management experience. The management experience must include responsibility for implementation of program goals and objectives within established budgets and supervision or coordination of staff to achieve specific objectives.
Substitutions: a master’s degree may substitute for one year of the non-management experience; and a Ph.D. may substitute for two years of the non-management experience.
Preferred Qualifications
In addition to the minimum qualifications above, the preferred qualifications include substantial experience in environmental regulation, compliance or law; technical or scientific education, training, experience or aptitude; demonstrable achievement in the management of programs; experience in collaborating with multiple organizations; a strong commitment to environmental protection; and, the ability to successfully motivate staff and to collaborate successfully with supervisors and with those in comparable positions both inside and outside the organization.
Additional Comments Must have a valid driver’s license or demonstrate the ability to meet the transportation needs of the position.
Travel may be required.
Weekends and holidays may be required.
Must be available for emergency response.
Must be available to respond to after-hours emergencies.

For new State employees appointed to graded positions, the annual salary is the hiring rate (beginning of the Salary Range) of the position. Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.
