Duties Description The New York State Education Department (NYSED) is seeking candidates for an Equal Opportunity Specialist 1 position in the Office of Diversity and Access (ODA) within the Office of Human Resources Management (OHRM). ODA is responsible for fostering a workplace that is equitable, accessible, and inclusive while ensuring compliance with legal mandates. The office also collaborates with the OHRM on recruitment, examination planning, training, career development, and community partnerships to promote equitable workforce representation. Under the supervision of the Director of ODA, the incumbent will assist in the development, implementation, supervision, and monitoring of organizational workforce equity strategies, inclusive workforce development, and equal employment opportunity programs at NYSED. Duties of this position include, but are not limited to, the following:
• Analyze workforce data to assess the representation of employees from protected classes;
• Investigate and address internal and external complaints of discrimination and sexual harassment;
• Review and interpret laws, regulations, policies, and updates to ensure agency compliance;
• Evaluate and process requests for reasonable and religious accommodations;
• Develop and deliver training on workforce diversity, preventing discrimination and sexual harassment, providing reasonable accommodations, and facilitating new employee orientation;
• Assist in planning, coordinating, and executing cultural events for NYSED; and
• Perform other related duties as assigned.

Minimum Qualifications MINIMUM QUALIFICATIONS:

NON-COMPETITIVE MINIMUM QUALIFICATIONS: Candidate’s must possess at least six years of experience* in equal opportunity, diversity and inclusion, or human rights.

*Qualifying experience includes working with organizations concerned with equal opportunity, diversity and inclusion, civil rights, minority business development, or similar programs; or in recruiting, training, and upgrading the educational and job qualifications of protected class members. Substitutions: an associate degree may substitute for two years of the nonsupervisory experience; bachelor’s degree for four years; and J.D. or master’s degree for five years.

Additional Comments CONDITIONS OF EMPLOYMENT:

This position is pending non-competitive status. Promotions and transfers may change appointees’ negotiating unit. Candidates should be aware that changes in negotiating units may affect their salary, insurance, and other benefits. This position allows for the opportunity to telecommute up to 30% each bi-weekly pay period. This position will require up to 20% local, instate travel.

This position leads to a maximum salary of $80,860 based on annual performance advances.
