Duties Description Evaluate Reasonable Accommodation (RA) applications and determine the applicant’s eligibility or an RA:
• Review RA applications submitted through the RA ServiceNow Application for completeness.
• Review medical documentation and supporting documentation to assess eligibility for RA.
• Assess applicant’s essential job duties and worksite as needed.
• Communicate with applicant, applicant’s management, medical provider and other Divisions as appropriate.
• Make recommendations on requests for reasonable and religious accommodations pursuant to federal and State laws.
• Prepare written documentation.
• Enter case notes and relevant information in the RA ServiceNow Application
• Procure equipment for accommodation requests.
• Set up/install RA equipment, as needed.
• Track equipment inventory.
• Maintain RA files.
Complaint Intake:
• Review complaints of harassment, discrimination or retaliation for referral to the Division of Legal Services
Minimum Qualifications No exam required under the New York Hiring for Emergency Limited Placement Statewide (NY HELPS) Program:
For appointment to the Human Resources Specialist TRAINEE 1 you must have: A Bachelor’s or higher degree.
For appointment to Human Resources TRAINEE 2 you must have: A Bachelor’s or higher degree AND one year of professional human resources experience. OR
A Juris Doctor, master’s or higher degree in a related field can substitute for one year of specialized experience.
For appointment to the Human Resources Specialist 1 you must have: A Bachelor’s or higher degree AND two years of professional human resources experience. OR
A Juris Doctor, master’s or higher degree in a related field can substitute for one year of specialized experience.
Competitive Qualifications:
You must be currently reachable on the appropriate eligible list for this title, eligible under the 55 b/c program, or eligible to transfer to this title under Section 52.6 and/or 70.1 and/or 70.4 of the Civil Service Law.
Transfer:
For 52.6 and/or 70.1 and/or 70.4 transfer to a Human Resources Specialist 1, salary grade SG-18, you must have one year of permanent competitive, or 55-b/55-c service in an approved title for transfer allocated to an SG-18 or above. SG-12 or above for a Trainee 1, SG-14 or above for a Trainee 2, depending on qualifications.

Appointments via transfer must not result in a second, consecutive transfer with an advancement of more than two S-grades or one M-grade.
Depending on qualifications, you may be required to serve a 1 or 2-year traineeship that leads to the full level SG-18 position.
55b/55c Program appointment:

The position may be filled at the Human Resources Specialist Trainee 1 equated to SG-14 ($55,005.00), Human Resources Specialist Trainee 2 equated to SG-16 ($61,340.00), or full performance Human Resources Specialist 1 SG-18 ($65,164.00) based on the candidate’s education, experience, and previous state service. Salary is nonnegotiable.
Candidates hired at the trainee level will be advanced to the full performance Human Resources Specialist 1 SG-18 following successful completion of the traineeship.

Telecommuting: The Office of the New York State Comptroller (OSC) supports telecommuting where it is reasonable to do so based upon the agency’s mission and operational needs. Generally, employees new to OSC will be restricted from telecommuting for at least 8 calendar weeks. After the initial 8 calendar week restriction, if an employee’s primary residence location, duties, and work performance are aligned with telecommuting and operational needs they may be allowed to do so. Generally, OSC employees may telecommute up to 5 days per pay period but may be approved to telecommute less.
