Duties Description The New York State Office of Mental Health (OMH) is recruiting to fill the exempt position of Deputy Commissioner, NS. Under the general direction of the Executive Deputy Commissioner, the Deputy Commissioner will serve as the Director for the Division of Planning & Quality Management, establishing policies and procedures at the highest level and overseeing the Associate Commissioners for the Office of Hospital Care & Community Transitions and the Office of Quality Improvement, the Director for the Office of Planning, and five Field Office Directors. The Deputy Commissioner will serve as a member of the OMH Executive Team.

Specific duties to be performed may include, but are not limited to, the following:

Provides guidance and oversight to the five regional OMH Field Office Directors, overseeing the development, interpretation, and communication of OMH policies and initiatives to local governmental units, community mental health providers, and the general public.

Provides guidance and oversight to the Office of Hospital Care & Community Transitions, which has been charged with implementing a comprehensive plan for capacity and quality across New York's continuum of mental health, with a particular focus on the critical role of hospital-based inpatient and emergency programs with the goal of improving Article 28 and 31 hospital capacity, quality, and connectedness to the broader public mental health system.

Provides guidance and oversight to the Office of Quality Improvement, which is responsible for educating providers on regulatory requirements, reviews reportable incidents, licenses and surveys OMH-regulated programs, ensures corrective actions are implemented when necessary, acts as a resource for people seeking treatment or reporting a concern, and ultimately mitigates risk within OMH licensed and operated programs.

Develops and implements policy recommendations based on operational needs. Participates in executive-level management planning, policy and decision making regarding new programs/services, and changes to existing programs/services that comprise the State’s mental health system.

Oversees the formulation and recommendation of policies, procedures, and remedial actions to OMH executive staff on issues related to community treatment program activities and local service delivery systems.

Provides oversight of field office management, program activities, and the delivery of services to ensure compliance with the New York State Mental Hygiene Law, federal standards for Medicaid reimbursement, and other applicable laws, rules, and regulations.

Serves as a member of the Commissioner’s Cabinet attending and participating in leadership meetings.

Works with executive team members to ensure coordination and accountability of activities consistent with the Agency’s mission.

In conjunction with executive team members and other senior staff, reviews program legislation and regulatory proposals.

Represents OMH in meetings with and responding to the Legislature, other State agencies, counties, consumers, and other citizen groups on issues to promote agency programs and resolve problems.

Reviews and approves staffing organization requests within each Division.

Minimum Qualifications This Deputy Commissioner position is in the exempt jurisdictional class; therefore, there are no minimum qualifications. However, in order to be successful, candidates must possess a bachelor’s degree and ten years of relevant experience.

Preferred candidates will possess a high level, comprehensive knowledge of New York State’s public mental health system, as they will have responsibility for ensuring delivery of safe, high quality mental health services to the citizens of New York State. The candidate must also possess strong analytical and critical thinking skills, excellent written and oral communication skills, be mission-driven and a team player, have a sense of urgency and creativity, and have the ability to achieve results in a complex organization with varied stakeholders

This is an exempt position; appointees serve at the pleasure of the appointing authority.
