Duties Description This position is for the newly established Bureau of Audit in the DOCCS Central Office Budget and Finance Unit. This position will directly supervise one Senior Budgeting Analyst. This position will work with Central Office Institution Steward, the DOCCS SFS team, and staff assigned to the Central Office Budget Teams; and will serve as a resource for Facility Executive Teams, particularly the Deputy Superintendents for Administrations. As needed, assignments may occur to assist in covering gaps and ease transitions of vacant/vacating facility Steward positions.
The Steward for the Audit Unit will be responsible for conducting independent financial audits/reviews of various facility business operations across the Departments forty-four correctional facilities, including but not limited to, procurement, accounts payable, accounts receivable, bank reconciliations, vouchering, incarcerated individual account balancing, travel, cash management and payroll functions.
Travel: Travel is a requirement. Travel expected to be 25-50% of each pay cycle, dependent audit schedules, and assistance needs.
Minimum Qualifications Seven years of experience in the administration, of a business office or program with
primary responsibility for all of the following areas: budgeting, personnel, and purchasing.
This experience may be in one position or a combination of positions.
Substitutions: an associate’s degree in a related field* can substitute for two years of specialized experience; a bachelor’s degree in a related field* can substitute for four years of experience; a master’s degree in a related field* can substitute for five years of experience; and a doctorate in a related field* can substitute for six years of experience.
*Related fields: accounting, business administration, business management, economics, marketing, or public administration.
For the duration of the NY HELPS Program, this title maybe filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.
At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to complete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
