Duties Description These positions will serve in in the Disaster Recovery Program Public Assistance Administration unit. Duties include, but are not limited to:

• Develop and maintain knowledge of all applicable state and federal laws, rules, and regulations relating to recovery programs and grant administration. Act as a resource and share knowledge and expertise with subordinate staff, internal/external agency stakeholders and applicants.

• Understand and be conversant in federal regulations, policy, and guidelines related to the various disaster assistance programs to include the Robert G. Stafford Act, 44 Code of Federal Regulations (CFR), 2 CFR, FEMA policy and guidance, U.S. Small Business Administration Disaster Assistance Program, Office of General Services procurement policies, Office of the State Comptroller policies, Division of the Budget policies, and related information as appropriate.

• Understand program policy and priorities in support of DHSES Recovery Program goals.

• Deliver training and presentations on Recovery programs in a wide variety of national or regional professional forums to peers, elected officials, local and non-profit organizations.

• Provide direct guidance to state agencies, local governments, and not-for-profit organizations on Recovery program objectives, strategies, rules, and regulations.

• Function as a subject matter expert, consultant and interpreter on all applicable state and federal laws, rules, regulations, policies, and protocols. Analyze legislation and act as a resource for internal staff, program associates, and other stakeholders.

• Facilitate, participate in, and deliver trainings and workshops to inform and educate applicants and staff of recovery program and administrative processes.

• Initiate and participate in discussions and monitor trends on policy and program changes and implications for states and subgrantees with administrators and program leads in FEMA HQ, FEMA regions, and other states.

• Establish and monitor FEMA program deadlines and reporting requirements, and communicate regularly with FEMA, state, local, voluntary, not-for-profit organizations, and staff.

• Interface on a regular basis with FEMA and regional staff to facilitate rapid resolutions to emerging issues and ensure that program objectives are met.

• Compile data and draft program and financial disaster specific section letters and reports on the status of programs, projects and funds, responses to FEMA, state agencies, and applicants as directed.

• Draft project narratives, identify expenses and review for eligibility and accuracy for reimbursement, and reconciliations of the same.

• Attend meetings with FEMA, state agencies, and applicants as needed.

• Develop and provide comprehensive written and verbal special reports and analyses for DHSES and State leadership.

• Support and staff active Disaster Assistance Centers and Federal/State Joint Field Offices and serve as a lead state recovery program representative or in other leadership roles during active disasters.

• Perform all supervisory duties for permanent, temporary and contractual staff to ensure that applicable, federal, state and agency laws, rules and regulations, procedures, protocols and relevant contractual articles are adopted, documented and completed with established time frames.

• Travel may be required, including during evening and weekends; approximately 10% depending on mission and assignment. Possess and maintain a valid, unrestricted New York State motor vehicle operator’s license.

• Perform other duties as required.

• Support of operations during times of emergency and disaster from State Emergency Operations Center (EOC), state field offices and/or local deployments may be required, which could result in a change from regular working hours and mandatory overtime.

Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).***

To be considered for appointment through NY HELPS, or 55 b/c, candidates must meet the open-competitive minimum qualifications for this position.

This title includes a traineeship opportunity and applicants will be appointed to the appropriate level** based on their experience and education.

**DHSES Program Administrator level requirements:
DHSES Program Administrator Trainee 1 (equated to SG-14) - 4 years of qualifying experience*
DHSES Program Administraitor Trainee 2 (equated to SG-16) - 5 years of qualifying experience*
DHSES Program Admin 1 (SG-18) - Six years of qualifying experience*

*Qualifying experience must be in one or more of the following areas:
• Administration of federal, state or locally funded grant programs
• Preparing and processing applications for disaster mitigation/recovery projects
• Processing requests for grant project payments and performing financial reviews required for final payment
• Damage assessment and identification of appropriate assistance funding programs
• Review of action plans or planning, organizing and coordinating disaster recovery programs involving local, state and federal agencies.

Substitution: An associate degree can substitute for two years of specialized experience; a bachelor’s degree can substitute for four years of experience; a master’s degree can substitute for five years of experience; and a doctorate can substitute for six years of experience.

OR

Current New York State Division of Homeland Security and Emergency Services employee with one year or more permanent, contingent-permanent or 55b/c service as a DHSES Program Admin 1, Trainee 1, Trainee 2 and are interested in reassignment; OR Current New York State employee with one year or more of permanent, contingent-permanent, or 55b/c service in a position allocated to a Grade 13 and eligible for transfer under Section 70.1, 70.4 or 52.6 as appropriate of the Civil Service Law.

Additional Comments ***This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At a future date, it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in an NY HELPS title, employees may take part in any promotion examination for which they are qualified.
