The duties that the incumbent of the vacancy will be expected to perform. Duties Description Personnel Liaison
• Process all transactions as it relates to human resources and performance development.
• Assist, research, and/or prepare classification requests for bureau management, as requested.
• Assist program areas with probation/performance evaluations, coaching plans: preparing, reviewing, tracking, and follow up.
• Manages all phases of the hiring process for centralize canvassing
• Prepare procedures to describe, revise, and control work activities.
• Assist with succession planning activities.
Workforce Development & Training
• Coordinate and monitor employee development activities and programs, conduct training needs assessments, analyze and evaluate data in order to identify developmental opportunities to accomplish Division workforce goals.
• Update all pension benefit administration system training materials in accordance with changes and/or updates to functionality.
Purchasing
• May serve as or support the Purchasing Liaison for the Division, working closely with the OSC Finance Office, managing the purchasing of goods and services by completing purchase requests, tracking purchases, researching product options, reconciling monthly card statements, etc.
Building
• May serve as or support the Building Coordinator for the Division, working closely with OSC Management Services: telephone changes/name plates/space needs, construction/modification of offices and/or equipment requirements.
Employee Engagement Programs
• May serve as or support the representative of the Division in various division/agency wide committees, teams and/or assignments such as employee suggestion program, recognition program, mentoring, etc.
Quality Process Improvement
• Plan, develop, analyze, implement and evaluate quality activities and reports requested by management: strategic risk assessment, internal controls, monthly report, benchmarking, etc.
Disaster Recovery/Business Continuity and Contingency
Planning (BCCP)
• May serve as or support the Business Continuity Planning Coordinator for the Division: Partner with the Business Continuity Planning Liaison on all activities, coordinate and maintain emergency management materials, etc.
General/Miscellaneous
• Special projects or additional tasks as requested by Management.

For appointment to the Administrative Specialist Trainee 1, you must have:
• A bachelor’s or higher degree.
For appointment to the Administrative Specialist Trainee 2, you must have:
• A bachelor's degree AND one year of professional experience providing administrative and staff support to executives, program managers and staff, boards, or commissions by overseeing budget, human resources, and business services activities for an organization or program.
OR
• A Juris Doctor, master's or higher degree in a field related to the position being filled.
For appointment to the Administrative Specialist 1 (full journey level), you must have:
• A bachelor's degree AND two years of professional experience providing administrative and staff support to executives, program managers and staff, boards, or commissions by overseeing budget, human resources, and business services activities for an organization or program.
OR
• A Juris Doctor, master's or higher degree in a field related to the position being filled AND one year of professional experience providing administrative and staff support to executives, program managers and staff, boards, or commissions by overseeing budget, human resources, and business services activities for an organization or program.
Competitive Minimum Qualifications:
You must be currently reachable on the appropriate eligible list for this title, eligible under the 55 b/c program, or eligible to transfer to this title under Section 70.1, 52.6 or 70.4 of the Civil Service Law.
For 70.1, 52.6 or 70.4 transfer to an Administrative Specialist 1, salary grade (SG)-18, you must have one year of permanent competitive, or 55-b/55-c service in an approved title for transfer allocated to a SG-16 or above. SG-11 or above for a Trainee 1, SG-12 or above for a Trainee 2, depending on qualifications.

Appointments via transfer must not result in a second, consecutive transfer with an advancement of more than two S-grades or one M-grade.
Depending on qualifications, you may be required to serve a 1 or 2-year traineeship that leads to the full level SG-18 position.

Traineeship salary information:
The position may be filled at the Administrative Specialist Trainee 1 equated to SG-14 ($53764), Administrative Specialist Trainee 2 equated to SG-16 ($59994), or full performance Administrative Specialist 1 SG-18 ($66951) based on the candidate’s education, experience, and previous state service. Salary is nonnegotiable.
Candidates hired at the trainee level will be advanced to the full performance Administrative Specialist 1 SG-18 following successful completion of the traineeship.

Telecommuting: The Office of the New York State Comptroller (OSC) supports telecommuting where it is reasonable to do so based upon the agency’s mission and operational needs. Generally, employees new to OSC will be restricted from telecommuting for at least 8 calendar weeks. After the initial 8 calendar week restriction, if an employee’s primary residence location, duties, and work performance are aligned with telecommuting and operational needs they may be allowed to do so. Generally, OSC employees may telecommute up to 5 days per pay period but may be approved to telecommute less.
