Duties Description The New York State Education Department (NYSED) is seeking candidates for a(n) Administrative Specialist 1 position in the Office of Counsel. The Administrative Assistant assists the Department’s Counsel and Deputy Counsel in the day-to-day operational aspects of the Office of Counsel and provides administrative support, supervision and direction regarding the work of the office in providing necessary legal services to the Board of Regents, the Commissioner of Education and Department staff. The incumbent will Serve as a de facto “Deputy” Office Manager for Office of Counsel and assist with the overall management and supervision of the Office’s administrative functions. Duties of this position include the following:
• Supervise or assist in supervising the activities of paraprofessional, secretarial and clerical staff in support of the office’s legal and administrative functions; including supervising workload, covering use of time accruals and aligning staff talents with office needs;
• Answer inquiries made to Office of Counsel by phone or email. Coordinating office correspondence and ensuring responses are sent in a timely manner;
• Serve as the primary source of administrative support, record keeping, data processing, and customer service for one or more of the core functions of the Office, such as:
o Managing or facilitating the office’s responsibilities in connection with third-party corporate papers including chartering of educational corporations and issuance of Commissioner’s consent for other corporations. Preparing Regents items and votes and orders in such regards
o Managing or facilitating the office’s responsibilities in connection with appeals of actions or decisions of local school district officials brought to the Commissioner for resolution under Education Law §306 and §310 and other related appeal processes, including but not limited to Part 83, Part 87, and FOIL appeals.
o Coordinating the timely filing of amendments of the Rules of the Board of Regents and Regulations of the Commissioner of Education (8 NYCRR) pursuant to the State Administrative Procedure Act, and/or;
o Tracking of data privacy incidents, complaints, etc.
• Serving as liaison to the Office of Human Resources Management; handling personnel matters and coordinating the recruitment and selection of employees;
• Serving as fiscal liaison; handling all office procurements; and
• Serving as liaison to the Department’s Office of Information Technology; overseeing the maintenance of the office’s website and computer programs, and assisting with anticipated software updates.
Minimum Qualifications MINIMUM QUALIFICATIONS:
NY HELPS
This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).
For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
NON-COMPETITIVE MINIMUM QUALIFICATIONS:
To be considered for appointment through NY HELPS candidates must meet the open-competitive minimum qualifications for this position. The qualifications are:
• Administrative Specialist Trainee 1: A bachelor’s or higher degree
• Administrative Specialist Trainee 2: A bachelor's degree and one year of professional experience providing administrative and staff support to executives, program managers and staff, boards, or commissions by overseeing budget, human resources, and business services activities for an organization or program. *
• Administrative Specialist 1: A bachelor's degree and two years of professional experience providing administrative and staff support to executives, program managers and staff, boards, or commissions by overseeing budget, human resources, and business services activities for an organization or program. *
* a Juris Doctor, master's or higher degree in a related field can substitute for one year of specialized experience.

COMPETITIVE MINIMUM QUALIFICATIONS:
Reassignment: Candidates must have one year of permanent competitive or 55b/c service as an Administrative Specialist 1.
Eligible List Appointment: Candidates who are reachable on the New York State Education Department’s Public Administration Trainee Transition (PATT) eligible list or the Professional Career Opportunities (PCO) or the Professional Career Opportunities (PCO) Select Titles eligible list may be considered for appointment. If you are on the Civil Service eligible list for this title, you may receive a canvass letter. You must complete and return it as instructed on the letter.
Section 70.1 Transfer to Administrative Specialist 1: Candidates must have one year of permanent competitive or 55b/c service in a title SG-16 or above deemed eligible for transfer under Section 70.1 of the Civil Service Law.
Section 70.1 Transfer to Administrative Specialist Trainee 1: Candidates must have one year of permanent competitive or 55b/c service in a title SG-11 or above deemed eligible for transfer under Section 70.1 of the Civil Service Law.
Section 70.4 Transfer to Administrative Specialist 1: Candidates may be eligible for nomination for transfer under Section 70.4 of the Civil Service Law to Administrative Specialist Trainee 1 if they are a current NYS employee with one year of permanent competitive or 55b/c service in a title SG-16 or above AND have standing on the Public Administration Trainee Transition (PATT) or the Professional Career Opportunities (PCO) eligible list AND possess a Bachelor’s degree.
Section 70.4 Transfer to Administrative Specialist Trainee 1: Candidates may be eligible for nomination for transfer under Section 70.4 of the Civil Service Law to Administrative Specialist Trainee 1 if they are a current NYS employee with one year of permanent competitive or 55b/c service in a title SG-11 or above AND have standing on the Public Administration Trainee Transition (PATT) or the Professional Career Opportunities (PCO) eligible list AND possess a Bachelor’s degree.
Section 52.6 Transfer to Administrative Specialist 1: Candidates must have one year of permanent competitive or 55b/c service in a title SG-16 or above eligible to transfer under Section 52.6 of the Civil Service Law.
Section 52.6 Transfer to Administrative Specialist Trainee 1: Candidates must have one year of permanent competitive or 55b/c service in a title SG-11 or above eligible to transfer under Section 52.6 of the Civil Service Law.

55b/c Appointment: This position is eligible for 55b/c designation and is subject to verification of applicant eligibility. Candidates must possess the minimum qualifications below and a current 55b/c eligibility letter:

Additional Comments CONDITIONS OF EMPLOYMENT:
This will be a contingent-permanent, competitive appointment or a contingent-permanent, non-competitive appointment. For 55b/c appointment, candidates must possess the minimum qualifications, a current 55b/c eligibility letter and is subject to verification of applicant eligibility. Promotions and transfers may change appointees’ negotiating unit. Candidates should be aware that changes in negotiating units may affect their salary, insurance, and other benefits. Verification of education will be required at the time of interview for all candidates. This position allows for the opportunity to telecommute up to 30% each bi-weekly pay period and is granted at the discretion of the supervisor and the appointing office.
This position may be filled as a traineeship. The starting salaries for this position are outlined below. For current New York State employees, salary is based on the candidate’s salary at the time of hire. Candidates appointed at the trainee level will be required to successfully complete the traineeship to advance to the full performance level title and salary.
Current starting salaries:
• $55,005 (Trainee 1- NS equated to SG-14)
• $61,340 (Trainee 2- NS equated to SG-16)
• $65,164 (Full Performance level SG-18)
This position leads to a maximum salary of $80,860 based on annual performance advances and traineeship advances.
