Duties Description The New York State Education Department (NYSED) is seeking applicants for an Associate in School Business Management position in the Office of the Chief Financial Officer. The incumbent will serve as the “Chief of Staff” for the Chief Financial Officer. Duties of this position include, but are not limited to, the following:
• Develops policies, procedures, and forms for new financial aid programs and supervises their installation;
• Reviews and analyzes the administrative and educational results of present aid programs, problems in applying formulas and proposed legislation affecting State aid;
• Assists in the preparation of State aid budget estimates; prepares manuals and other material explaining State aid for local School officials;
• Reviews final documents for compliance with Commissioners regulations, Department guidance, and general municipal law related to public works projects;
• Assists accountants in the review and processing of final cost reports for assigned projects;
• Provides technical assistance regarding projects and financial policies to school districts, financial consultants, architects and engineers working on public school projects;
• Performs special assignments as assigned, such as draft regulations, update existing guidance documents, and create new guidance as new laws and regulations are enacted;
• Interprets regulations as needed;
• Conducts presentations to constituent groups to promote the Department's programs and policies;
• Responds to correspondence from a wide range of individuals, including parents, school administrators and legislators;
• Supports the Chief Financial Officer in the development of critical documents, such as the Agency’s response to the annual call letter from the Division of Budget, Regents items supporting the State Aid Proposal or budget reports; and
• Other duties as assigned.

Minimum Qualifications MINIMUM QUALIFICATIONS:

NY HELPS
This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).

For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.

NON-COMPETITIVE MINIMUM QUALIFICATIONS:
To be considered for appointment through NY HELPS candidates must meet the open-competitive minimum qualifications for this position. The qualifications are:
• A master's degree and four years professional level experience in elementary, middle or secondary education or in an educational oversight agency. Two years of this experience must have been in educational administration with major responsibility for education finance, education finance research, or fiscal management.

SUBSTITUTION: a doctorate can substitute for one year of non-specialized experience.

COMPETITIVE MINIMUM QUALIFICATIONS:

Reassignment: Candidates must have one year of permanent competitive or 55b/c service as an Associate in School Business Management.

Eligible List Appointment: Candidates must be reachable on the Civil Service eligible list for this title. If you are on the Civil Service eligible list for this title, you may receive a canvass letter. You must complete and return it as instructed on the letter.

Additional Comments CONDITIONS OF EMPLOYMENT:

This will be a permanent, competitive appointment or a permanent, non-competitive appointment. Promotions and transfers may change appointees’ negotiating unit. Candidates should be aware that changes in negotiating units may affect their salary, insurance, and other benefits. Verification of degree will be required at the time of interview for all candidates. This position allows for the opportunity to telecommute up to 30% each bi-weekly pay period and is granted at the discretion of the supervisor and the appointing office.

This position leads to a maximum salary of $125,001 based on annual performance advances. New State employees appointed to graded positions, the annual salary is the hiring rate (beginning of the Salary Range) of the position. Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts
