Duties Description The New York State Education Department’s (NYSED) Office of Education Policy is seeking candidates for a Supervisor, Education of Children with Disabilities position in the Office of Special Education (OSE). The Office of Special Education works to promote educational equity and excellence for students with disabilities, oversees the implementation of federal and state laws and policies for students with disabilities, provides general supervision and monitoring of all public and private schools, services New York State preschool and school-age students with disabilities, and provides technical assistance to parents and school districts. Under the direction of the Manager, Assistant Counsel or Chief of Special Education Service, the incumbent of this position will supervise the activities of the Preschool Policy Unit.

The Preschool Policy Unit works in collaboration with the other units within the OSE, the federal and state-funded special education technical assistance networks, as well as other Department offices, including but not limited to, the Rate Setting Unit, System to Track and Account for Children (STAC) and Medicaid Units, Office of Early Learning, and Office of Counsel to promote educational quality; education in the least restrictive environment; protection of student and parent rights; and improved outcomes for preschool students with disabilities consistent with the requirements of the federal Individuals with Disabilities Education Act. Duties of this position include, but are not limited to, the following:

• Direct and support unit staff in the development and review of special education regulations, policy, and procedures to implement state and federal law and regulation relating to the education of preschool students with disabilities;
• Develop policy memorandum and guidance documents related to preschool special education;
• Facilitate communication, including briefings and presentations, with advisory groups, Department leadership, the Board of Regents and other advocacy/constituent organizations;
• Design, implement, and oversee processes and procedures to review and, as appropriate, recommend for approval to program initial applications and requests for program modifications for approved special education programs in collaboration with other OSE units and Department staff;
• Coordinate and contribute to the New York State Performance Plan/Annual Performance Report pertaining to indicators impacting preschool students with disabilities;
• Attend and participate in advisory groups, coalition meetings, conferences, or other stakeholder engagement events to represent the Department’s positions pertaining to the education of preschool students with disabilities.
• Develop, review, and oversee competitive grants, contracts or memorandums of understanding (MOUs) pertaining to programs or activities involving the education of preschool students with disabilities.
• Review preschool provider/municipality contracts; and
• Provide technical assistance to OSE and Department staff, school districts, providers and parents related to preschool issues.

Minimum Qualifications MINIMUM QUALIFICATIONS:

Reassignment: Candidates must have one year of permanent competitive or 55b/c service as a Supervisor in Education of Children with Disabilities.

Additional Comments CONDITIONS OF EMPLOYMENT:

This will be a permanent appointment. Promotions and transfers may change appointees’ negotiating unit. Candidates should be aware that changes in negotiating units may affect their salary, insurance, and other benefits. Verification of degree will be required at the time of interview for all candidates. Candidates are required to possess New York State permanent certification as a teacher of special education; a teacher of the deaf and hearing impaired, blind or partially sighted; or speech and hearing handicapped; or as a school psychologist; or New York State licensure as a speech/language pathologist at the time of hire. Continued employment as a Supervisor in Education of Children with Disabilities is dependent upon maintaining this certification or licensure. Failure to maintain New York State permanent certification as a teacher of special education; a teacher of the deaf and hearing impaired, blind or partially sighted; or speech and hearing handicapped; or as a school psychologist; or New York State licensure as a speech/language pathologist will result in removal from employment. This position will require 10-20% in-state statewide travel. Federal law may impose additional requirements or restrictions regarding positions that receive federal funding.

This position leads to a maximum salary of $138,203 based on annual performance advances. For new State employees appointed to graded positions, the annual salary is the hiring rate (beginning of the Salary Range) of the position. Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.
