Duties Description The Laboratory Center Administrator 1 will provide essential administrative support to Biggs Administration and oversee the functions of the Division of Environmental Health Sciences and the Director’s Office at the Wadsworth Center. This critical role ensures the smooth operation of professional administrative functions that support both public health and research initiatives. Responsibilities include preparing and reviewing budget proposals, managing purchasing requests, and overseeing the administration of State, federal, and Health Research, Inc. (HRI) funds. The incumbent will also develop personnel staffing plans, assist with recruitment, performance evaluations, and training programs, and create position classification documents. In addition, the role involves the development of internal policies and procedures, interpreting policies, and acting as a liaison between the Biggs Laboratory and external agencies and organizations.
Minimum Qualifications Transfer: Department of Health employee with permanent or contingent-permanent service as a Laboratory Center Administrator 1(LCA1), M1 or NYS employee with one year of permanent or contingent-permanent service in a title equated to salary G-23 or higher, in a title deemed eligible for transfer to LCA1 under Section 52.6 of the Civil Service Law.
Open Competitive: Either: eight years of professional administrative experience, including the assessment, prioritization, and allocation of fiscal, staffing, and operational needs and resources and/or the development and implementation of administrative proposals, policies, and procedures in a laboratory that tests clinical specimens or environmental samples, or a hospital, clinic, or
physician practice. One year of this experience must have been at a supervisory Ievel;
OR: a bachelor's degree in bacteriology, biochemistry, biological sciences, biology, chemical sciences, business administration, chemistry, environmental biology, environmental sciences, environmental toxicology, genetics, medical technology, microbiology, molecular biology, public administration, or public health AND four years of professional administrative experience described above in a laboratory that tests clinical specimens or environmental samples, or a hospital, clinic, or physician practice. One year of this experience must have been at a supervisory Ievel;
OR: a master's degree in one of the fields listed above AND three years of professional administrative experience described above in a laboratory that tests clinical specimens or environmental samples, or a hospital, clinic, or physician
practice. One year of this experience must have been at a supervisory Ievel.
Preferred Qualifications: The preferred candidate will have excellent organizational, written and oral communication skills with the ability to function independently and manage multiple tasks and priorities; excellent interpersonal skills; and have broad experience with administrative processes including State and HRI personnel, budget, travel and purchasing.
Additional Comments Dependent upon the initial assignment or subsequent reassignment of this position satisfactory background checks may be required. Additionally, exposure to potentially hazardous substances may be involved with this position; the selected candidate may be required to wear personal protective clothing and equipment and may undergo pre-employment and/or periodic health evaluations and receive specific immunizations.
This position is part of the NYS HELPS program. No examination is required.
