Duties Description The New York State Education Department’s (NYSED) Adult Career and Continuing Education Services is seeking candidates for an Associate Accountant position in the Fiscal and Administrative Services Team (FAST). The incumbent of this position will work under the supervision of an Education Finance Specialist 3 and will assist with oversight of financial activities and operations. Duties of this position include, but are not limited to, the following:

• Provide oversight of the various contract programs including Special Education, Adult Education, High School Equivalency, Proprietary School Supervision, Independent Living and Vocational Rehabilitation;
• Provide technical assistance to staff and vendors on all aspects of contracting, claiming, and status updating;
• Prepare financial transactions to ensure that federal and State funds are fully expended before the fund end dates;
• Handle miscellaneous fiscal, budget, and administrative projects which involve interaction with Financial Administration and Contract Administration Unit staff;
• Assist with the review and preparation of required federal reporting; and
• Supervise staff in the FAST Unit.

Minimum Qualifications COMPETITIVE MINIMUM QUALIFICATIONS:

Reassignment: Candidates must have one year of permanent competitive or 55b/c service as an Associate Accountant.

Eligible List Appointment: Candidates must be reachable on the Civil Service eligible list for this title. If you are on the Civil Service eligible list for this title, you may receive a canvass letter. You must complete and return it as instructed on the letter.

Section 70.1 Transfer: Candidates must have one year of permanent competitive or 55b/c service in a title SG-21 or above deemed eligible for transfer under Section 70.1 of the Civil Service Law. Transfer candidates must possess 24 semester credit hours in accounting, auditing, or taxation courses.

Provisional Appointment: In the absence of an eligible list with three or more candidates willing to accept a position, a temporary provisional appointment may be considered. For provisional appointment, candidates must be a current New York State Education Department employee with ONE year of permanent competitive or 55-b/55-c service in an eligible title AND have 24 semester credit hours in accounting, auditing, or taxation courses. Provisional candidates must take the examination for Associate Accountant when it is next offered, and must be reachable on the resulting eligible list to maintain employment. Additional Comments CONDITIONS OF EMPLOYMENT:

This will be a permanent or temporary provisional appointment. Promotions and transfers may change appointees’ negotiating unit. Candidates should be aware that changes in negotiating units may affect their salary, insurance, and other benefits. Verification of semester credit hours will be required at the time of interview for all candidates. This position allows for the opportunity to telecommute up to 30% each bi-weekly pay period and is granted at the discretion of the supervisor and the appointing office. Federal law may impose additional requirements or restrictions regarding positions that receive federal funding.

This position leads to a maximum salary of $109,650 based on annual performance advances. For new State employees appointed to graded positions, the annual salary is the hiring rate (beginning of the Salary Range) of the position. Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts
