Duties Description Business Systems Analyst - 1
Security Support
• Create / update documentation such as system / process business requirements, decisions, business rules, test scenarios / results, training plans, system changes, as well as the "as-is" and "to-be" states of systems / processes.
• Identify system inefficiencies and create enhancement requests to improve existing systems.
• Analyze root cause of system defects and other issues; propose improvement opportunities and / or logical solutions.
• System development, enhancements, and defect resolution will require the development, execution, and tracking of test conditions designed by the candidate.
• Develop training materials and procedure manuals for end users.
• Advise all levels of staff on how to gain access to Empire, SharePoint, financial institutions, network folders, databases, and other internal network data.
• Troubleshoot access-related issues which cannot be resolved by ITS teams who provision access for employees.
• Creation / modification of Empire tabsets, worklists, worklist configurations, Lightweight Directory Access Protocol (LDAP) / Active Directory groups, Mainframe Resource Access Control Facility (RACF) groups, Mainframe Organizational structure.
• Use Cognos, SAS, Advanced Query Tool, SPSS Modeler and other software to query and analyze data to produce reports for business areas including Division Managers and Department Executives which present the data clearly and summarize findings. A strong proficiency in Microsoft Excel preferred.
• Assist enterprise-wide staff by executing the migration of Empire menu, tabset, and configuration code with program areas and Information Technology Services Staff.
• Identify, evaluate, and resolve or escalate business area issues in a timely manner - offer potential resolutions where possible.
• Communicate verbally and in writing; in a clear, concise, and professional manner, with all levels of staff throughout the Department and other agencies, internal and external customers and with third party vendors.
• Demonstrate initiative, self-motivation, a strong work ethic, a commitment to the success of assignments, and the ability to work well in a team environment as well as independently.
• Perform with the highest level of integrity, acting within the Department’s Code of Conduct; state ethics laws; and Department policies.
• Adhere to the department’s time and attendance rules and regulations.
Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).
For the duration of the NY HELPS Program, this title maybe filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.
At a future date, it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
NON-COMPETITIVE MINIMUM QUALIFICATIONS:
This position may be filled as a two-year traineeship, advanced placement is at the discretion of the hiring agency
• Trainee 1 is equated to SG-14, $53,764
• Trainee 2 is equated to SG-16, $59,994
• Journey Level, SG-18 starting salary is $66,951
Business Systems Analyst Trainee 1: Bachelor’s or higher degree.
Business Systems Analyst Trainee 2: A bachelor's degree and one year of professional business analysis experience, which includes: eliciting requirements as the foundation for the solution to the organization's business needs; identifying solutions aimed at improving the efficiency and effectiveness of the system, business process, or product/service to fulfill the business requirements; describing in a written document what the system, process, or product service must do in order to satisfy the established business requirements; validating requirements throughout the product/system development life cycle (SDLC); and developing test plans/scenarios and logical designs, testing the scenarios, reviewing test results, identifying constraints and risks, and/or communicating with stakeholders.
SUBSTITUTIONS:
A Juris Doctor, master's or higher degree in a related field can substitute for one year of specialized experience.
Business Systems Analyst 1-journey level: A bachelor's degree or higher and two years of professional business analysis experience where your primary duty was performing three of the five following activities:
1. Using business analysis techniques to elicit requirements as the foundation for the solution to the organizations business needs (e.g., workshops, focus groups, interviews, observation, brainstorming, surveys/questionnaires, JAD Sessions).
2. Using business analysis techniques for the purpose of identifying solutions aimed at improving the efficiency and effectiveness of the system, business process, or product/service to fulfill the business requirements (e.g., Data Flow Diagram, Business Process Model, Root Cause Analysis, Fish Bone Diagram, Context Diagram, Business Process Flows, or Fit-Gap Analysis).
3. Describing in a comprehensive written document what the system, process, or product service must do in order to satisfy the established business requirement; this includes creating, updating, and maintaining documentation through the system development life cycle (e.g., Business Case, Use Case, Business Requirements Document [BRD], Fit-Gap Analysis, Impact and Feasibility Analysis, Change Management Analysis).
4. Validating requirements throughout the product/system development life cycle (SDLC) including all changes to the processes that would enable an organization to achieve its goals.
5. Verifying requirements throughout the product/system development life cycle (SDLC) to ensure they perform to the required specifications and are capable of achieving the design capabilities; this includes developing test plans/scenarios and logical designs, testing the scenarios, reviewing test results, identifying constraints and risks, and/or communicating with stakeholders.
The following activities are not considered qualifying experience:
• Conducting or overseeing operational audits or audits of internal controls to develop audit reports and make recommendations to management regarding policies, practices, procedures and resources - Responsibility limited to forms design and changes to forms.
• Business related operational responsibilities, including serving internal and external customers, using a business system in the performance of daily operational duties, managing staff with business responsibilities, etc.
• Information technology-related responsibilities such as hardware installation, network configuration, software administration and programming.
• Development of instructional materials and classroom training.
• Help desk duties including troubleshooting, resolving user issues, and providing customer service.
Competitive Minimum Qualifications:
The selected candidate must be a current NYS employee eligible for transfer in accordance with Civil Service Laws, Rules, and Regulations.
OR eligible via the 55-b/c program (please include your Letter of Eligibility and transcripts with your application).
OR immediately reachable on the appropriate exam for this title and location (PATT and PCO for Albany).
