Duties Description • Reporting directly to the Assistant Director of Utilities Management the incumbent will oversee the management of the Sheridan Avenue Steam Plant, Empire State Plaza (ESP) Central Air Conditioning Plant, River Front Pumping Station, Plant and HVAC related Service Contract Management, Plants/ESP/Campus Controls Department, and Off Hours Shifts – Plant Operation Staff (ESP/Campus).
• Overseeing all plant-building operations, maintenance, repair and rehabilitation. Work closely with facility upgrades, modernization, efficiency, emission and capital projects with other agencies and authorities to help\support with project delivery with statewide facility projects and Capital region.
• Directly supervise the Plant Supt B’s and Heating Plant Equipment Specialists who are responsible for the day-to-day operations at each plant location. May supervise NYS staffers, per-diems, vendors and contractors.
• Standardize plant controls, develop control strategies to maximize fuel and electric conservation to meet the energy conservation mandates set forth in Executive Orders, and upgrade all types of plant – building controls to help advance the agency.
• Work directly with the OGS Health and Safety Manager to develop uniform safety training and OSHA compliance programs for all plant personnel. Also train all staff on new sequence of operations in the plant wide settings.
• Under direction of Assistant Director, develop, present and adhere to annual operating, preventive maintenance and capital budgets for the plants under his responsibility.
• Develop and implement standardized maintenance management practices for all plant equipment with existing computerized maintenance management system (CMMS).
• Coordinate compliance efforts with the NYS Department of Environmental Conservation, as it relates to plant operating permits and regulations.
• Provide for the uninterrupted, safe and efficient operation of all district energy physical power plants and buildings.
• Perform a full range of supervisory duties.
• Perform other duties as assigned.
Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS)* and applicants must meet the following minimum qualifications to be considered for this position:
Eight years of experience** in a physical plant in an institutional, educational, laboratory, or healthcare setting, or a power plant, which must include management of daily plant operations including procedure development, budget planning and workforce allocation, efficiency, and enforcement of codes and standards; capital planning of construction/rehabilitation projects; AND/OR contract management of building maintenance/construction/rehabilitation projects and grounds.
**Substitutions: an associate degree in a related field can substitute for two years of specialized experience; a bachelor’s in a related field degree can substitute for four years of experience; a master’s degree in a related field can substitute for five years of experience; and a doctorate in a related field can substitute for six years of experience.
Current New York State employee with one year or more of qualifying permanent service in a position allocated to a Grade 23 or above and eligible for transfer under Section 70.1 or 52.6 of the Civil Service Law.

*There is no examination required for appointment to a NY HELPS position. Candidates hired via NY HELPS will be appointed on a permanent non-competitive basis and will begin a probationary period.
At a future date (within one year of permanent appointment), it is expected that NY HELPS employees will have their non-competitive employment status converted to competitive status, without having to take an exam. Employees will then be afforded with all the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
