Duties Description This position is located in the Office of Aging & Long-Term Care's Alzheimer’s Disease Program. The Alzheimer’s Program is responsible for a variety of services and activities with a focus on Alzheimer’s disease early detection and management, as well as education and caregiver support. The work of this program is to encourage high quality care, cost effectiveness, and ongoing quality improvement of services provided. The incumbent will be a member of the Alzheimer’s Unit team and participate in activities associated with the Alzheimer’s Disease Centers for Excellence and the Alzheimer’s Disease Caregiver Support Initiative. The incumbent will oversee contracts for the Centers of Excellence for Alzheimer’s Disease (CEADs) and the Alzheimer’s Disease Caregiver Support Initiative (ADCSI.) These contractors utilize strong community relationships and have a robust media presence to promote and connect caregivers with services. The incumbent will establish and monitor performance standards for contracted services and collect data for trends, improvements and deficiencies in the field of Alzheimer’s Disease. This position also involves liaison roles with other key function areas in DOH, NYSOFA, Money Follows the Person (MFP,) DLTC and OHIP. The incumbent will participate/facilitate various waiver stakeholder workgroups and contractor meetings including: facilitating training information and materials for stakeholders in the Alzheimer’s community and developing and conducting community outreach activities. The incumbent will prepare reports and present program data for Bureau leadership, professionals and stakeholders related to current issues and trends in the field of Alzheimer’s Disease and other related dementias. The incumbent will serve as a point of contact for other state and federal agencies and the public on Alzheimer’s disease issues.

Minimum Qualifications Permanent Transfer Candidates: Current NYS Department of Health Employee with one year of permanent or contingent-permanent, competitive, status as a Health Systems Specialist 2 (Social Work), G20 OR current NYS employee with one year of permanent or contingent-permanent, competitive, status in a title G18 or higher and eligible to transfer under Section 70.1 of the NYS Civil Service Law.

This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).

For the duration of the NY HELPS Program, this title maybe filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At this time, agencies may recruit and hire employees by making temporary appointments. In June 2024, if a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service Commission Action to permanent non-competitive and the official probationary period will begin.

At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.

Non-Competitive Candidates Via NY HELPS: Possession of New York State license and current registration as a Licensed Master Social Worker AND one year of post-licensure experience providing clinical services in a licensed healthcare facility or program or utilizing clinical knowledge in the review and oversight of clinical services for quality assurance or reimbursement purposes; or registration as a Licensed Clinical Social Worker.

Preferred Qualifications: Knowledge of long-term care related services and supports. Strong analytical and communication skills, both written and verbal. The ability to think creatively and strategically. The ability to work independently, as well as in a team environment. An understanding of housing needs and resources in NYS. Knowledge of Medicaid Waiver programs and criteria. Excellent organizational skills with the ability to prioritize multiple assignments. An understanding of 1915(c) Medicaid Waiver Programs. Proficient in the use of standard office technology and basic Microsoft applications. Knowledge of eMedNY and analysis of claims data. The capability to travel within NYS as needed.

Additional Comments This position is part of the NYS HELPS program. No examination is required.

This position may require travel throughout New York State including overnights to areas not served by public transportation.

Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.
