Duties Description The Utility Analyst 1, Grade 18, or Utility Analyst Trainee, NS, work in the Office of Rates and Tariffs and perform duties that include, but are not limited to:
• Assisting Staff and customers as questions arise related to utility tariffs; coordinating tariff filings with other Staff and Offices; and preparing, under set deadlines, SAPA and other notices along with memoranda to the Commission that clearly explain and recommend changes to tariffs.
• Knowing and explaining the procedures of filing tariff revisions with the Department through the Electronic Tariff System (ETS) and the Document Management System (DMM).
• Handling all aspects of ETS on a daily basis by advising the utilities on how to make filings in ETS; setting up submission rights to make their filings; and reviewing, accepting and rejecting utility tariff filings.
• Reviewing the weekly ETS Duplicate Tariff Leaves Report and complete any action that may be needed, manually stamp documents that have been postponed, suspended or cancelled, and working closely with IT ETS Staff on all ETS matters.
• Assisting small companies in the submission of their filings, becoming familiar with electric, gas, steam and water tariffs and the rules and laws under which tariffs operate and are revised, tracking Commission orders to assure that these orders properly direct utilities on further tariff filings, maintaining an Assignment Tracking
Report and assist in the administration of the Office by tracking assignments in DMM and routing to the proper Sections.

Minimum Qualifications No exam is required under the New York Hiring for Emergency Limited Placement Statewide (NY HELPS***) Program. Applicants must meet the NON-COMPETITIVE MINIMUM QUALIFICATIONS listed below to qualify for this title.

General Public
Non-Competitive (NY HELPS)**:
For appointment to a Utility Analyst Trainee 1, you must have a bachelor’s or higher degree.

For appointment to a Utility Analyst Trainee 2, you must have a bachelor’s degree AND one year of professional experience performing a broad range of analytical tasks relevant to the electric, steam, gas, water and telecommunications utilities on issues such as retail competition; tariff filings; company records; cost and quality of service; rate proceedings; incentive plans; mergers and acquisitions, cost allocations and rate design to ensure that New York State residents have access to safe, reliable utility service at just and reasonable rates.

For appointment to a Utility Analyst 1, Grade 18, you must have a bachelor’s or higher degree AND two years of professional experience as stated above.

Substitutions: A Juris Doctor, master's, or higher degree in a related field can substitute for one year of specialized experience.

55-b/c:

**This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.
At a future date, it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in an NY HELPS title, employees may take part in any promotion examination for which they are qualified.
