Duties Description ITS provides operational support to state agencies on a 24x7x365 basis; some positions may be required to provide this critical service at any time.
Under the direction of an Assistant Director Information Technology Services 1, M-4, within the Chief Technology Office, Shared Platform Services, Data Management Services, the Project Director, NS, will oversee the multi-year project to consolidate the Office of Mental Health (OMH) electronic health record (EHR) systems.
Duties include, but are not limited to:
• Lead the and direct the data efforts for the consolidation of OMH's electronic health record (EHR) systems into a commercial off the shelf (COTS) vendor system.
• Make critical decisions and provide leadership for both EHR data projects.
• Direct the Data Migration project, ensuring accurate and efficient transfer of existing EHR data to the new system.
• Direct the Data Warehouse project, focusing on the integration, correctness, and availability of healthcare data for ongoing operations.
• Act as the primary liaison for all data related efforts related to the EHR implementation, between OMH, project management, Information Technology Services (ITS) leadership, and the EHR vendor.
• Supervise two project coordinators, each responsible for the Data Migration and Data Warehouse subprojects, respectively. Each of which will have a team of 5 under them.
• Ensure the timely and successful execution of both projects in line with OMH's EHR consolidation goals and operational needs.
• Facilitate communication and collaboration among all stakeholders to align with project objectives and timelines.
• Address and resolve any challenges or obstacles that arise during the project lifecycle to maintain momentum and progress.
• Provide regular updates and reports to OMH and ITS leadership on project status, milestones achieved, and any issues needing attention.
• Perform the full range of supervisory responsibilities.
Minimum Qualifications Required Qualifications:
• Certified Project Management Professional (PMP)
• Five years of supervisory experience
• Extensive experience in:
o Systems Analysis
o Data Architecture
o Data Mining
o Data Warehouse and Data Mart design
o Development of ETL processes
o Reporting Tools
• Minimum of 8 years in:
o Behavioral Health Data Analysis
o Understanding and applying HIPAA rules
• Strong proficiency with:
o Data Management and Reporting tools
o Industry-leading BI, Data Analytics, Mining, and Reporting tools
• Minimum of 8 years OMH Data experience
• Ability to design and build Data Warehouse structures
• Experience in developing dashboards and reports utilizing BI tools
Preferred Qualifications:
• Knowledge of system design principles
• Ability to:
o Work with a diverse group of people at both a functional and technical level
o Communicate effectively at a level appropriate to the audience
o Work independently and as part of a team
• Strong written and verbal communication skills
Additional Comments Some positions may require fingerprinting.
Some positions may require up to 25% travel and/or lifting up to 50 lbs. Some positions are pending Civil Service approval. Details of position(s) will be described further if you are selected for an interview.
Positions located in New York City, will receive an additional $3,400 downstate adjustment location pay with regular annual salary. Positions located in the Mid-Hudson will receive an additional $1,650 adjustment location pay.
For the duration of the NY HELPS Program, this title maybe filled via a non- competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At this time, agencies may recruit and hire employees by making temporary appointments. In May 2024, if a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service Commission Action to permanent non-competitive and the official probationary period will begin.
At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
