Duties Description As a Professional Engineer 1 (Civil/Transportation) in the Regional Design Group, the position will be within one of the following areas: Consultant Management Unit, or Highway Squad or Bridge Squad: Under the general direction of higher level staff assigned the responsibility of the Unit or Squad, the incumbent will have primary project management responsibilities for all Design and/or Consultant Management activities/task for projects assigned to the Unit or Squad. Duties include, but are not limited to independently apply engineering knowledge and offer a variety of consultative or evaluative services in various stages of an engineering project, from the design phase of planned projects through completion; provide consultation, evaluation, planning, systems design, engineering surveys, and/or project oversight in order to ensure work conforms to accepted engineering standards; Provide technical expertise to the Department’s design, construction, ROW and maintenance programs; The incumbent may supervise subordinate technical, engineering, administrative or support staff as required.
As a Professional Engineer 1 (Civil/Transportation) in the Regional Construction Group, the selected candidate may either be assigned to an Engineer-In-Charge position on one or more active construction contracts or to a supervisory position in the regional construction office as assigned by the Regional Construction Engineer.
Overnight assignments, night work and weekend work may be required to support construction operations. The duties include supervising consultant, and or State forces; managing construction activities to ensure compliance with contract requirements as well as Federal, State, and Local Laws, Rules and Regulations; assuring the contractor meets high standards of quality and workmanship and overall safety on the project.

Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).*
To be considered for appointment through NY HELPS, or 55 b/c, candidates must meet the open competitive minimum qualifications for this position. The qualifications are:
Open Competitive:
Either 1. a New York State Professional Engineer's license and current registration AND a qualifying bachelor's degree or higher as listed below;
Or 2. a New York State Professional Engineer's license and current registration AND one year of full-time qualifying engineering experience as listed below.
Qualifying degrees: Civil Engineering, Civil Engineering Technology, Construction Engineering, Construction Engineering Technology, Construction Engineering Management, Construction Engineering Management Technology, Geological Engineering, Geotechnical Engineering, Hydraulics Engineering, Materials Engineering, Materials Science and Engineering, Metallurgical and Materials Engineering, Structural Engineering, Transportation Engineering, Transportation Planning and Engineering, or Engineering Science with a recognized concentration in any of the above listed engineering degrees.
Qualifying experience: One year of full-time engineering experience with transportation projects related to highways/roadways, railroads, bridges, airports, waterways, building structures, or traffic management and safety systems.

The Promotional Professional Engineer 1 (Civil/Transportation) is a continuous recruitment examination for promotional candidates only. The minimum qualifications are:
You must have a New York State Professional Engineer's License and current registration AND be a qualified employee of New York State AND have had one year of permanent competitive or 55-b/55-c service as follows: Assistant Engineer (Civil/Transportation).
Candidates may also be qualified for permanent competitive appointment if reachable from the appropriate Civil Service eligible list or eligible for reassignment or transfer in accordance with Civil Service Law.

New York State Education Department (NYSED) Guidelines for Professional Engineering Practice, Guideline 1: As a licensed professional engineer, you are required to practice within your authorized scope of practice, as defined in the Education Law, Commissioner's Regulations and Rules of the Board of Regents. It is your responsibility to be knowledgeable of any restrictions that are based on law or regulation, as well as those that relate specifically to your area of professional competence.
2. Continued employment as a Professional Engineer 1 is dependent upon continued possession of a New York State Professional Engineer's license with current registration. Failure to maintain your New York State License and registration may result in removal from the Professional Engineer 1 title. Additional Comments * For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.
At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
Your required educational credentials must have been awarded by an educational institution accredited by a regional, national, or specialized agency recognized as an accrediting agency by the United States (U.S.) Department of Education/Secretary of Education. If awarded by an institution outside of the U.S. and its territories, you must provide independent verification of equivalency. The starting salary for the Professional Engineer 1 is $98,298. This amount is comprised of the base salary of $91,298 with an additional geographic pay differential of $7,000, specific to this title and location.
The maximum compensation for this position is $122,252. The amount is comprised of the standard job rate of $115,252 with an additional geographic pay differential of $7,000, specific to this title and location.
