Duties Description • Conducts regular site visits of leased locations throughout the State.
• Responds to lease compliance issues and ensures all building -related issues are addressed.
• Manages numerous, large sized and complex statewide construction and renovation projects from planning stages through the completion of construction.
• Meets with client agency to define project and program requirements and discusses construction alternatives that may be more cost or service effective.
• Reviews, approves, and distributes construction schedules and plans inspection of the work based on those schedules.
• Reviews and makes recommendations regarding site selection, project scope, and cost estimates.
• Determines the technical services needed from agency and consultant specialist for each project, such as electrical, design, preparation of architectural specifications, cost estimates, consultant services for design, and agency technical review, and prepares a statement of assignments for all participants through completion of the project.
• Monitors and reviews projects until they are completed to assure, they are being designed and constructed within approved cost. Reviews and approves change orders through the Fair and Reasonable process standards
• Prepares reports for agency management and client agency/customers on the status of projects and problems noted.
• Monitors agency and contractors assigned to projects to assure that work is progressing per schedule and project plans and resolves problems.
• Serves as contact person and liaison between the client agency and project participants by providing information, identifying, and resolving problems, and obtaining approvals for funding, construction, design approval, payments, work acceptance, and change orders.
• Assures that project managers are adequately supervising the contracts and construction being performed in accordance with contract documents.
• Schedules and conducts periodic staff meetings to review work status and performance to ensure proper inspection and coordination among the project, contractors, and landlord; corrects any deficiencies.
• Coordinates the activities of subordinate staff and consultant firms to ensure quality control of all project components.
• Assigns and advises staff on State and client agency priorities which may impact construction completion schedules.
• Ensures that emergencies at leased facilities are verified to be legitimate and promptly responded to by appropriate personnel; identifies construction problems which must be resolved by OGS.
• Reviews and approves final payments on construction contracts.
• Performs the full range of supervisory duties such as performance evaluations, and time and attendance.
• Perform other duties as assigned.

Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS)* and applicants must meet the following minimum qualifications to be considered for this position:

Required Experience: Eight years of experience** in building construction, which must have included at least two years of managing multiple building construction projects AND experience managing building construction projects that include responsibility for three or more of the following areas:
• construction planning
• cost estimating
• project scheduling
• material purchasing
• resource management (including labor, material, and equipment scheduling)
• contract document reading and interpretation.

One year must include supervision of subordinate staff.

**Applicable degrees in related fields may substitute for experience as follows:
• Associate’s degree: two years of required experience.
• Bachelor’s degree: four years of required experience.
• Master’s degree: five years of required experience.
• Doctorate degree: six years of required experience.

OR

Applicants may also be appointed to this position if currently reachable on the appropriate eligible list for this title OR are a current New York State employee with one year or more of qualifying permanent service in a position allocated to a Grade 25 or above and eligible for transfer under Section 70.1 or 52.6 of the Civil Service Law.

NOTE: IN ORDER TO AWARD THE PROPER CREDIT FOR WORK EXPERIENCE, RESUMES MUST INCLUDE MONTH AND YEAR FOR START AND END DATES ALONG WITH THE HOURS PER WEEK FOR EACH POSITION LISTED.

Additional Comments *There is no examination required for appointment to a NY HELPS position. Candidates hired via NY HELPS will be appointed on a permanent non-competitive basis and will begin a probationary period.

At a future date (within one year of permanent appointment), it is expected that NY HELPS employees will have their non-competitive employment status converted to competitive status, without having to take an exam. Employees will then be afforded with all the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
