Duties Description • Maintain tax related records
o Perform tax related maintenance including pensioner tax withholding changes via IRS Form W-4, and current in PS Portal vs adjustments to prior year 1099-R records in legacy system (MEBEL)
• Research data quality issues
o Assist Senior Accountant with research of data quality issues affecting Retirement System operations.
o Comparison between current and legacy system to correct tax related data elements.
o Assist Senior Accountant with review/reconciliation of data patches to correct tax related data element in Peoplesoft.
o Attend ongoing meetings with other Bureaus to discuss issues and resolution of data quality issues.
• Participate in Calendar Year End Processing
o Assist Senior Accountant in preparing, reviewing and verifying data and reports used to reconcile payment data for annual reporting purposes to the IRS and to System payees.
o Export PS queries to excel. Prepare data for review utilizing excel formulas.

For appointment to the Accountant Aide Trainee 1, SG-09, you must have:
• Six credit hours in accounting, auditing, or taxation courses AND either one year of experience gathering, preparing and updating financial data, financial reports, and records; or reconciling accounts and data, reviewing accounting and auditing reports, and verifying accuracy of calculations, balances, and supporting documentation; or assisting accountants or auditors conducting financial and program audits by counting, verifying, and reconciling inventory and cash on hand, determining and verifying the accuracy and propriety of transactions, records, reports, and statements.
For appointment to the Accountant Aide Trainee 2, SG-11, you must have:
• Nine credit hours in accounting, auditing, or taxation courses AND either 18 months of experience gathering, preparing and updating financial data, financial reports, and records; or reconciling accounts and data, reviewing accounting and auditing reports, and verifying accuracy of calculations, balances, and supporting documentation; or assisting accountants or auditors conducting financial and program audits by counting, verifying, and reconciling inventory and cash on hand, determining and verifying the accuracy and propriety of transactions, records, reports, and statements.
For appointment to the Accountant Aide, SG-13, you must have:
• Twelve semester credit hours of accounting, auditing, or taxation courses AND either two years of gathering, preparing, and updating financial data, financial reports, and records; or reconciling data, reviewing accounting and auditing reports, and verifying accuracy of calculations, balances, and supporting documentation; or assisting accountants or auditors conducting financial and program audits by counting, verifying, and reconciling inventory and cash on hand, determining and verifying the accuracy and propriety of transactions, records, reports, and statements.
Competitive Minimum Qualifications:
You must be currently reachable on the appropriate eligible list for this title, eligible under the 55 b/c program, or eligible to transfer to this title under Section 70.1 or 70.4 the Civil Service Law.
For 70.1 or 70.4 transfer to an Accountant Aide, salary grade (SG)-13, you must have one year of permanent competitive, or 55-b/55-c service in an approved title for transfer allocated to an SG-11 or above. SG-09 or above for a Trainee 2, SG-07 or above for a Trainee 1, depending on qualifications.
Additional Requirements:
You must have six credit hours in accounting, auditing, or taxation courses AND either:
• One year of experience gathering, preparing and updating financial data, financial reports, and records; OR
• One year of reconciling accounts and data, reviewing accounting and auditing reports, and verifying accuracy of calculations, balances, and supporting documentation; OR
• One year of assisting accountants or auditors conducting financial and program audits by counting, verifying, and reconciling inventory and cash on hand, determining and verifying the accuracy and propriety of transactions, records, reports, and statements, and completion of a two-year traineeship.
Additional Comments Knowledge, skills, and abilities:
Excellent written communication skills, with knowledge of rules for business writing, proper spelling, grammar, and punctuation. Excellent verbal communication skills and the ability to interact professionally with internal and external business partners
• Knowledge of or ability to learn IRS regulations pertaining to governmental defined benefit plans
• Knowledge and proficiency with computer applications such as Microsoft Excel and Word
• Ability to manage several activities simultaneously while maintaining accuracy and quality of work
• Ability to meet deadlines while maintaining accuracy and quality of work
• Attentive to detail
Telecommuting: The Office of the New York State Comptroller (OSC) supports telecommuting where it is reasonable to do so based upon the agency’s mission and operational needs. Generally, employees new to OSC will be restricted from telecommuting for at least 8 calendar weeks. After the initial 8 calendar week restriction, if an employee’s primary residence location, duties, and work performance are aligned with telecommuting and operational needs they may be allowed to do so. Generally, OSC employees may telecommute up to 5 days per pay period but may be approved to telecommute less.
