Duties Description ITS provides operational support to state agencies on a 24x7x365 basis; some positions may be required to provide this critical service at any time.

Under the direction of a Manager Information Technology Services 1 within the Dedicated Support Division, this Project Assistant will be a programmer on a team of ITS staff that supports the development and maintenance of software that supports the Office for People with Developmental Disabilities (OPWDD) Tracking and Billing System (TABS).

Duties of this position include, but are not limited to, the following:
• Perform federally mandated enhancements to the TABS codebase and the on-going support of the monthly billing cycle that must be completed within strict timeframes, so that no revenue is lost.
• Perform Cache programming activities include coding, unit testing and debugging in accordance with design specifications, agency standards and test plans.
• Perform software maintenance activities, including remediation, software upgrades and enhancements to the Cache environment.


This position supports an application environment available 24 hours a day / 7 days a week and it may be necessary to occasionally work outside normal business hours.

Minimum Qualifications Five years of professional experience in programming using MUMPS/ Caché. This experience should include or be supplemented by the following computer related activities:
• Development/design/support of computer applications written in MUMPS/Caché
• Using Caché Server Pages (CSP), JavaScript and HTML, and Cascading Style Sheets (CSS) as well as Windows and Linux Operating Systems
• Writing Caché Object Scripts and SQL Queries
• Analysis/debugging/testing of computer applications written in MUMPS/Caché
• Laying out MUMPS/Caché global structures
• Creating/maintaining files in HL7 file format
The following degrees may substitute for the general experience as indicated:
• Associate’s degree and five years of experience
• Bachelor’s degree or an associate’s degree including 15 semester credit hours in computer science and four years of experience
• Bachelor’s degree including 15 semester credit hours in computer science and three years of experience.
• Master’s degree in computer science or related field substitutes for an additional year of experience.

Some positions may require up to 25% travel and/or lifting up to 50 lbs. Some positions are pending Civil Service approval. Details of position(s) will be described further if you are selected for an interview.

Positions located in New York City, will receive an additional $3,400 downstate adjustment location pay with regular annual salary. Positions located in the Mid-Hudson will receive an additional $1,650 adjustment location pay.

For the duration of the NY HELPS Program, this title maybe filled via a non- competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At this time, agencies may recruit and hire employees by making temporary appointments. In May 2024, if a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service Commission Action to permanent non-competitive and the official probationary period will begin.

At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
