Duties Description The New York State Education Department’s (NYSED) Office of the Professions (OP) is seeking candidates for an Associate Administrative Analyst position in the Technology Team. Under the supervision of a Supervisor Administrative Analysis, the incumbent of this position will perform advanced analysis of program operations and work to assist with the oversight and management the Office of the Professions public information website. Duties of this position will include, but are not limited to the following:

• Provide technical assistance to lead improvements for the OP website and coordinate with program managers for implementing new or revised website features and functionality;
• Perform all duties related to continued Drupal maintenance and support of the OP website;
• Analyze existing and best practice models to assist in improving communication channels, both internally and externally, ensuring effectiveness and efficiency of all website related activity throughout the program area;
• Identify the problems or factors inhibiting the achievement of program goals related to website functionality and content and sets the objectives of the project;
• Develop a work plan considering the objectives and the problems to be solved as it relates to website posting procedures;
• Collects pertinent data through various means such as interviews, conferences, questionnaires, reports and on-site observations;
• Works closely with other OP staff, Department staff and stakeholders, to review and implement system and business processes, business flows, inputs and outputs for the functional business area to address the problems identified;
• Provide direction for implementing new features and functionality identified by the business area and develops timelines for implementation delivery;
• Document revised business processes, revised flows, transformed or revised inputs and outputs to improve and address the organizational problem to meet objectives for maintaining and ensure success of the website;
• Prepare relevant analyses, such as cost/benefit analysis and systems analysis related to website enhancements;
• Write periodic progress and final reports of study containing findings and recommendations;
• Prepare or direct the preparation of reports and other material necessary to implement the recommendations;
• Compile, track, and analyze performance measurement data and provide information to agency management, other state agencies and entities as it relates to website design and improvements;
• Analyze the impact on website content and functionality of legislative proposals or new initiatives on agency policies and procedures and make recommendations for any necessary action;
• Evaluate and ensure internal controls program complies with necessary laws, rules, and regulations; and
• Provide direct supervision of subordinate staff in their daily responsibilities.

Minimum Qualifications MINIMUM QUALIFICATIONS:

Reassignment: Candidates must have one year of permanent competitive service as an Associate Administrative Analyst.

Eligible List Appointment: Candidates must be reachable on the Civil Service eligible list for this title. If you are on the Civil Service eligible list for this title, you may receive a canvass letter. You must complete and return it as instructed on the letter.

Section 70.1 Transfer: Candidates must have one year of permanent competitive or 55b/c service as a Higher Education Services Program Analyst 3.

Section 52.6 Transfer: Candidates must have one year of permanent competitive or 55b/c service in a title allocated salary grade 21 or higher eligible to transfer under Section 52.6 of the Civil Service Law.

Additional Comments CONDITIONS OF EMPLOYMENT: This will be a contingent permanent appointment. Promotions and transfers may change appointees’ negotiating unit. Candidates should be aware that changes in negotiating units may affect their salary, insurance, and other benefits. Verification of work experience will be required at the time of interview for all candidates. This position allows for the opportunity to telecommute up to 30% each bi-weekly pay period and is granted at the discretion of the supervisor and the appointing office.

This position leads to a maximum salary of $109,650 based on annual performance advances. Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.
