Duties Description The New York State Education Department’s Office of Human Resources Management (OHRM) is seeking candidates to fill a Human Resources Specialist 2 (Labor Relations) position in the Bureau of Labor Relations. The OHRM provides personnel services, staff development, labor relations and employee benefits to staff in various diverse program areas within the Education Department, including the Office of Education Policy, the Office of Special Education and Adult Career and Continuing Education Services, the Office of the Professions, the Office of Cultural Education, the Office of Performance Improvement and Management Services, and the Office of the Chief Financial Officer. Under the supervision of the Associate Director (Labor Relations), the Human Resources Specialist 2 (Labor Relations) will assist in the development, management, and coordination of the labor relations program within NYSED. Major duties of this position include, but are not limited to, the following:
• Serve as the management representative on agency labor/management subcommittees;
• Advise supervisory staff regarding the review and response to Step 1 grievances;
• Conduct Step 2 grievance hearings and draft related decisions;
• Conduct investigations of employee misconduct;
• Investigate harassment and workplace violence complaints;
• Consult with, and provide advice to, managers and supervisors regarding the proper interpretation and administration of the State’s collective bargaining agreements with PEF, CSEA, NYSCOPBA and Council 82;
• Conduct disciplinary interrogations, prepare and issue notices of discipline, and represent the agency’s interests at disciplinary arbitrations;
• Advise supervisors regarding performance management and the performance evaluation process;
• Represent the agency’s position at performance evaluation appeal hearings;
• Conduct pre-termination hearings pursuant to Section 73 of the NYS Civil Service Law;
• Assist with the representation of NYSED’s position at appeal hearings conducted pursuant to Sections 71 and 72 of the NYS Civil Service Law; and
• Assist in the development and delivery of training to NYSED staff on specific components of labor relations such as those related to employee organizational leave, counseling, and progressive discipline.
Minimum Qualifications MINIMUM QUALIFICATIONS:
Reassignment: Candidates must have one year of permanent competitive or 55b/c service as a Human Resources Specialist 2 (Labor Relations).
Eligible List Appointment: Candidates must be reachable on the Civil Service eligible list for this title. If you are on the Civil Service eligible list for this title, you may receive a canvass letter. You must complete and return it as instructed on the letter.
Section 52.6 Transfer to Human Resources Specialist 2 (Labor Relations): Candidates must have one year of permanent competitive or 55b/c service in a qualifying title allocated to salary grade 21 or higher deemed eligible for transfer under Section 52.6 of the Civil Service Law.
Additional Comments CONDITIONS OF EMPLOYMENT: This will be a permanent competitive appointment. Promotions and transfers may change appointees’ negotiating unit. Candidates should be aware that changes in negotiating units may affect their salary, insurance, and other benefits. Verification of education and/or work experience will be required at the time of interview for all candidates. This position allows for the opportunity to telecommute up to 30% each bi-weekly pay period and is granted at the discretion of the supervisor and the appointing office. This position will require up to 25% in-state travel.
This position leads to a maximum salary of $105,255 based on annual performance advances.
