Duties Description Contract management duties include program planning and implementation; oversight of the development of curricula and other deliverables; review, approval, and monitoring of deliverables; site visits; quality assurance/quality improvement; review and approval of monthly, quarterly, and semi-annual contractor reports; responding to internal and external correspondence; facilitating contractor conference calls and meetings; and providing technical assistance as needed. Contract management also includes processing of contract documents through the SFS Grants Management Portal, when needed. Fiscal management includes oversight of budget development and approval, including budget amendments/modifications as needed; and review and approval of monthly/quarterly vouchers. Federal reporting responsibilities include preparation of both qualitative and quantitative information that responds to federal requirements as directed by the Centers for Medicare and Medicaid Services (CMS), subject to supervisory review and approval, for submission to CMS.
Minimum Qualifications Permanent Transfer Candidates: One year or more of permanent or contingent-permanent competitive service at or above a G21 and eligible for transfer via Section 52.6 of the Civil Service Law.
Provisional Promotion: One year or more of permanent or contingent-permanent competitive service as a Senior Health Planner, G18.
Open-Competitive (NY HELPS Program): Seven years of professional health planning experience in at least two of the following health planning areas:
1. Health services research and analysis of health care systems resources, beds, services allocations, or processes of care.
2. Demographic or economic analysis for projecting need for health care facilities and services.
3. Analysis of health care resources, staffing needs, usage patterns, health services quality, or patterns of clinical care.
4. Health care policy development and analysis on a statewide, regional, or county basis.
5. Preparation or review of CON applications in a State regulated health care facility or governmental agency.
Preferred Qualifications:
1. Strong analytical and communication skills, both written and verbal. The ability to think creatively and strategically. The ability to work independently, as well as in a team environment.
2. Experience with programmatic and fiscal oversight, monitoring of contracts and the request for application (RFA) process.
3. Proficient in the use of standard office technology and basic Microsoft applications.
4. Excellent organizational skills with the ability to prioritize multiple assignments.
5. Knowledge of long-term care related services and supports.
6. Familiarity with public health insurance programs, including Medicaid and Medicare.
Additional Comments This position is part of the NYS HELPS program. No examination is required.
This position may require travel throughout New York State including overnights to areas not served by public transportation.

For new State employees appointed to graded positions, the annual salary is the hiring rate (beginning of the Salary Range) of the position.
