Duties Description The New York State Office of Information Technology Services (ITS) provides operational support 24 hours a day, 7 days a week, 365 days of the year, supporting more than 4,900 applications for 53 New York State Agencies.
Under the direction of the Chief Executive Officer, the Information Technology Architect 3 (Enterprise) will provide strategic leadership within an assigned Office of Information Technology division. The position will directly supervise a team composed of Information Technology Architect (Enterprise) 1’s and 2’s. The Information Technology Architect 3 (Enterprise) will improve NYS agencies’ efficiencies and organizational structures, leading the division’s Data and Enterprise Architecture projects, building new agency IT infrastructures and improving current ones. The position will develop clear strategies and provide direction for how to integrate agencies’ current IT programs and applications, increasing productivity and structure in the workplace. The Information Technology Architect 3 (Enterprise) will design, coordinate, and manage NYS’ architecture models to help its agencies perform more effectively and enhance their technology processes. The incumbent of this position will make technology decisions, supervise the implementation of designs, and develop high-performance information technology architects.
Duties include, but are not limited to, the following:
Strategic Leadership:
• Serve as the Chair of the NYS ITS Enterprise Architecture Board (EAB), guiding enterprise and solution architects from client agencies of ITS.
• Lead the development and management of the Enterprise Architecture program, working with a team dedicated to state-wide initiatives.
• Formulate and implement statewide technology policies and standards.
• Oversee the creation and enforcement of enterprise architecture standards and procedures.
Operational Excellence:
• Conduct strategic technology evaluations and manage proof-of-concept projects.
• Offer strategic technology guidance to the division and client agencies within ITS.
• Collaborate and oversee the ITS enterprise architecture modeling suite, ensuring seamless integration with the ITS Service Management System, as needed.
Governance and Compliance:
• Oversee subordinate Enterprise Architects’ review, assessment, and tracking of technology exception requests. Delegate assignments to the subordinate Enterprise Architects.
• Oversee the maintenance of the Enterprise Architecture Manual and the ITS Technology Service Catalog.
Advisory and Support:
• Analyze plan to procure (PTP) requests, providing assessment, guidance, and recommendations.
• Administer the Desktop Software Lifecycle Registry and the Application Inventory.
• Support business solution, subordinate Enterprise Architects, and service owners in Business Application Solutions, Infrastructure, and the Shared Platform Services with mentoring and guidance.
• Perform the full range of supervisory duties.
Strategic Development:
• Collaborate across ITS Divisions and Bureaus to maintain and evolve technology roadmaps.
• Develop, publish and maintain official division policies, standards and guidelines.
• Establish and uphold technology standards that drive consistency in innovation.
• Work with operational teams to develop business metrics that support and enhance organizational agility and strategic initiative alignment.
Minimum Qualifications EMPLOYMENT:
• Nine (9) years of broad information technology experience, demonstrating a comprehensive understanding of various information technology disciplines and how they intersect within large-scale organizations.
• Six (6) years of specialized experience in enterprise architecture, software development, or a related technical role.
• Three (3) years of supervisory-level OR one (1) year of managerial-level experience, leading and developing enterprise architecture programs.
EDUCATION/EXPERIENCE SUBSTITUTIONS:
Earned college degrees in computer science, software engineering, information technology or a related field of study may substitute for the specified years of broad IT experience as follows:
• Bachelor's or higher-level degree in any field including or supplemented by 15 semester credit hours in computer science, software engineering, information technology, or related field substitutes for three (3) years of general information technology experience; any bachelor’s substitutes for two (2) years of general information technology experience.
• Associate degree with 15 semester credit hours in computer science, software engineering, information technology, or related field may substitute for one (1) year of general information technology experience. Candidates in a bachelor’s degree program with at least 15 semester credit hours in computer science, software engineering, information technology, or related field may substitute such credits for one (1) year of general information technology experience.
• Master’s degree or higher in computer science, software engineering, information technology, or related field substitutes for one (1) year of general information technology experience.
PREFERRED QUALIFICATIONS:
• Proficiency with an Enterprise Architecture framework such as TOGAF or similar, with a preference for candidates holding relevant certification.
• Demonstrated ability to translate complex technical concepts into clear, actionable strategies.
• Strong leadership skills with experience in mentoring and developing teams of IT professionals.
• Excellent analytical, strategic planning, and execution skills.
• Proven experience in fostering innovation and driving technological advancement in alignment with business goals.
• Experience in collaborating across multiple organizational levels and departments to drive consensus and deliver results.
• Exceptional communication and interpersonal skills, with the ability to engage effectively with a diverse range of stakeholders.
PLEASE NOTE:
• Appointment to this position and continued employment with the agency is contingent upon obtaining and/or maintaining New York State residency within six months of hiring.
• Appointment to this position is not final until all agency approvals have been granted.
