Duties Description Duties for PE 1 positions in Bureau C and Bureau E within the Division of Environmental Remediation: The PE 1s will serve as Senior Project Managers for multiple Brownfield Cleanup Program, Manufactured Gas Plant, State Superfund, Resource Conservation and Recovery Act, and Environmental Restoration Program sites. These positions require a person technically proficient and knowledgeable in the various remedial programs, capable of juggling multiple priorities on several fast-paced and/or complex projects. Positions require close coordination with all involved agencies, divisions, stakeholders, consultants and contractors, etc. Responsibilities include review, oversight and management of all phases of remedial work, including work plans, remedial investigation reports, feasibility studies, design reports, construction plans and specifications, site management plans and final engineering reports, as well as field oversight, to ensure conformance with current Department regulations, standards, guidance and policies, as well as professional engineering standards. Other responsibilities include development and management of work assignments and budgets, preparation of responses to written correspondence, public presentations, and interaction with the public and community groups in relation to these projects. Supervision of lower-level technical staff may be required. Required functions are to be performed with a high degree of independence. On occasion serve as section supervisor in the absence of the permanent supervisor. Additional duties to be discussed during interview.

Duties for the PE 1 position in the Bureau of Technical Support within the Division of Environmental Remediation include:
Financial Oversight: The Spill Response Coordination Section (SRCS) serves a critical role in coordinating between spill responders and the Office of the State Comptroller (OSC), which manages the Oil Spill Fund (OSF). The OSF is funded by a surcharge on oil moving through the State’s oil terminals, but it also relies on recovering costs from the parties responsible for the spills DEC cleans up. SRCS reviews the cleanups to ensure they are done in a cost-effective manner and tracks those projects to ensure required reporting is complete and accurate and is sent to OSF and the Attorney General’s office in a timely manner to allow cost recovery to proceed.
Technical Support: SRCS provides technical assistance to responders on the best technology to address contaminated soil and groundwater following the release of petroleum or hazardous substances. Some large or complex projects are transferred to SRCS for staff to manage directly. Technical assessment of these cleanups requires understanding of hydrogeology, fate and transport of hazardous chemicals, and the use of various remedial technologies.
Emergency Response: SRCS also coordinates with DEC’s Emergency Management Unit to ensure that Spill Responders are prepared to respond to emergencies across the state. This includes providing appropriate training and ensuring necessary equipment is provided.

Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).
For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.
At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.

Reinstatement Eligible - Previously held the title on a permanent
competitive basis or held a title as indicated under the transfer
eligible section on a permanent competitive basis.

Transfer Eligible - One year of permanent competitive service at
Salary Grade 22 or higher and either:
Eligible for transfer under Section 70.1: Permanent competitive
service as an Environmental Engineer 2 Civil, Senior Sanitary
Engineer. Additional qualifications may be required.
or
Eligible for transfer under Section 70.4: Must meet the open
competitive minimum qualifications below;
Open competitive minimum qualifications (provided for 70.4
transfer eligibles and NYHELPS):
A New York State Professional Engineer's license and current registration AND one year of engineering experience in sanitary, public health or environmental
engineering. If there is a viable promotion examination eligible list (three acceptors) for this position, candidates who qualify based on 70.4 transfer or under the 55-b/55-c options cannot be considered.
Candidates who are not eligible for transfer or reinstatement
must meet the promotion qualifications below and receive, or have received, a passing score on the online Civil Service examination for the Professional Engineer 1 (Environmental) https://www.cs.ny.gov/engineering/prom/

Additional Comments * The starting salary for this position is $98,298. This amount is comprised of the base salary of $ 91,298 with an additional geographic pay differential of $7,000 specific to this title and location.
The job rate for this position is $ 122,252. This amount is comprised of the base salary of $ 115,252 with an additional geographic pay differential of $7,000 specific to this title and location.
Must have a valid driver’s license or demonstrate the ability to meet the transportation needs of the position.

For new State employees appointed to graded positions, the annual salary is the hiring rate (beginning of the Salary Range) of the position. Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.
