Duties Description Will act as the Regional Supervisor providing oversight regarding the construction work within Region 6. These functions include:
• Perform administrative duties as required to support subordinate regional staff and Division office needs, and to supervise field staff.
• Act as a liaison between field staff and the Division Office.
• Investigate and attempt to mitigate and resolve problems as required.
• Oversee priority projects – proving adequate resources, mitigating problems, and reporting to Executives on status.
• Ensure effective communication between staff, contractors and clients.
• Maintain appropriate staffing plan for emergency contracting program to ensure emergency contracts are responded to immediately throughout the region.
• Assess staffing needs, make staffing assignments, and develop and mentor staff to acquire appropriate knowledge and expertise.
• Enforce policies and procedures.
• Oversee construction projects throughout entire region which includes managing, planning, scheduling and monitoring of new and/or rehabilitation construction projects.
• Responsible for resolving problems and disputes with contractors.
• Meet regularly with Clients to ensure needs are being met and problems resolved.
• Perform full range of supervisory responsibilities.
Operational Needs:
• Travel is required (approximately 50%).
• Possession and maintenance of a valid Driver’s License issued by the NYS Department of Motor Vehicle is required, or otherwise demonstrate the capacity to meet the transportation needs of the job.
Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS)* and applicants must meet the following minimum qualifications to be considered for this position:
• Nine years of experience in building construction, which must have included at least two years of managing multiple building construction projects, and experience managing building construction projects shall include responsibility for three or more of the following areas:
o construction planning
o cost estimating
o project scheduling
o material purchasing,
o resource management (including labor, material, and equipment scheduling), and
o contract document reading and interpretation.
o One year must include supervision of subordinate staff.
Substitutions: An associate degree in a related field can substitute for two years of specialized experience; a bachelor’s in a related field degree can substitute for four years of experience; a master’s degree in a related field can substitute for five years of experience; and a doctorate in a related field can substitute for six years of experience.

Current New York State employee with one year or more of qualifying permanent service in a position allocated to a Grade 27 or above and eligible for transfer under Section 70.1 or 52.6 of the Civil Service Law.
OR
Promotion: one year of permanent competitive service as a Building Construction Program Manager 3.
NOTE: IN ORDER TO AWARD THE PROPER CREDIT FOR WORK EXPERIENCE, RESUMES MUST INCLUDE MONTH AND YEAR FOR START AND END DATES. IF ANY OF THIS EXPERIENCE IS LESS THAN FULL TIME YOU MUST INDICATE THE AVERAGE NUMBER OF HOURS WORKED PER WEEK.

*There is no examination required for appointment to a NY HELPS position. Candidates hired via NY HELPS will be appointed on a permanent non-competitive basis and will begin a probationary period.
At a future date (within one year of permanent appointment), it is expected that NY HELPS employees will have their non-competitive employment status converted to competitive status, without having to take an exam. Employees will then be afforded with all the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
