Duties Description Consultant Procurement:
• Conduct and/or participate in selection of professional consulting firms, including those providing architectural, engineering, surveying, construction management, construction inspection, materials testing and related services.
• Prepare procurement documents such as requests for proposals (RFP’s), requests for information (RFI’s), invitations for bids (IFB’s), etc.
• Review wage rate worksheets.
• Track the usage of the contracts and the need to supplement.
Contract Awards:
• Prepare and place legal advertisements for bid solicitations and other procurements.
• Oversee sale and/or distribution of construction plans and specifications to prospective bidders and other interested parties.
• Conduct and/or participate in public bid openings.
Vendor Responsibility:
• Prepare vendor responsibility review checklists, vendor profiles and other documents to record review information, statuses, and outcomes.
• Conduct vendor responsibility reviews of prime contractors and consultants, subcontractors, subconsultants.
• Correspond with field staff and vendor’s representatives.
Contract Payment Audit Group:
• Review, audit and approve vendor payment submissions for construction, emergency, and consultant contracts.
• Create and process consultant, construction and emergency contracts, contract supplements and change orders.
• Correspond with contractors, CM firms and consultants regarding payment issues, deficiencies, corrections, status, etc.
All:
• Perform research, analysis, documentation as assigned by the senior managers.
• Respond to questions, as required, from other D&C personnel, OGS Legal Services, OGS Finance, the NYS Office of the Attorney General, the NYS Office of the State Comptroller, other state agencies, vendors, and the public.
• Communicate with prime contractors, subcontractors, OGS field and headquarters staff, and other state agencies regarding vendor responsibility requirements, informational needs, and status updates.
• Perform other duties as assigned.
• Travel may be required.
Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS)* and applicants must meet the following minimum qualifications to be considered for this position:
This title includes a traineeship opportunity, and applicants will be appointed to the appropriate level** based on their experience and education.
Required experience: professional experience managing contracts and related budgets including one or more of the following areas: negotiation with contractors and vendors; fiscal management, including bidding, payment, analysis, and fiscal reporting; contract development, including developing requests for proposals; contract execution, including securing signatory approval from control agencies; monitoring and review of contract terms. Master's and higher-level degrees will substitute for one year of required experience.
**Contract Management Specialist level requirements:
• Contract Management Specialist Trainee 1 (equated to SG-14): bachelor or higher degree.
• Contract Management Specialist Trainee 2 (equated to SG-16): bachelor or higher degree and one year of required experience.
• Contract Management Specialist 1, SG-18: bachelor or higher degree and two years of required experience.
Applicants may also be appointed to this position if currently reachable on the appropriate eligible list for this title OR are a current New York State employee with one year or more of qualifying permanent service in a position allocated to a Grade 11 or above and eligible for transfer under Section 52.6, 70.1 or 70.4 of the Civil Service Law.

Successful completion of a two-year traineeship leads to appointment as a Contract Management Specialist 1, SG-18.
NOTE: IN ORDER TO AWARD THE PROPER CREDIT FOR WORK EXPERIENCE, RESUMES MUST INCLUDE MONTH AND YEAR FOR START AND END DATES. IF ANY OF THIS EXPERIENCE IS LESS THAN FULL TIME YOU MUST INDICATE THE AVERAGE NUMBER OF HOURS WORKED PER WEEK.
Additional Comments *There is no examination required for appointment to a NY HELPS position. Candidates hired via NY HELPS will be appointed on a permanent non-competitive basis and will begin a probationary period.
At a future date (within one year of permanent appointment), it is expected that NY HELPS employees will have their non-competitive employment status converted to competitive status, without having to take an exam. Employees will then be afforded with all the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.

The Office of the General Services (OGS) supports telecommuting where it is reasonable to do so based upon the agency’s mission and operational needs. Generally, employees new to OGS Design and Construction (D&C) will be restricted from telecommuting for at least 8 calendar weeks. After the initial 8 calendar week restriction, if an employee’s duties and work performance are aligned with telecommuting they may be allowed to do so. Upon approval to telecommute, OGS D&C employees may telecommute up to 4 days per pay period.
This position is graded and offers a salary range from the hiring rate to the job rate for its designated grade. All hires begin at “Start Rate” unless prior state experience affords eligibility for hiring step increase as determined by OSC.
