Duties Description The incumbent will support the Disaster Recovery Programs Finance section. The duties include, but not be limited to:
• Acts as liaison to the unit providing technical assistance on accounting issues, resolves contract, vendor responsibility and voucher processing questions.
• Assists with the review and evaluation of existing accounting or auditing methods and procedures; identify problem areas.
• Develop and conduct trainings on goals, process, and accounting practices for staff.
• Monitors and tracks related grants and contracts to include expenditures and disbursements.
• Performs reconciliations on a regular basis and disbursements to balance with Statewide Financial System (SFS); investigates discrepancies and resolves variances.
• Prepares or assigns journal voucher corrections as needed.
• Reviews or prepares draw-down on funds on federal grants.
• Prepares and reports on grants for use on federal and state agencies
• Assists with the preparation and information gathering of federal and state agency audits Office of Inspector General, FEMA, Office of State Comptroller and Division of Budget (OIG, FEMA, OSC and DOB).
• Assists with the development of policies and procedures for the unit.
• Prepares correspondence for federal, state and local partners.
• Perform the full range of supervisory responsibilities.
• Perform other duties and special projects as required.
• Supports and staff active Disaster Assistance Centers and Federal/State Joint Field Offices and serve as a lead state recovery program representative or in other leadership roles during active disasters.
• Travel may be required (approximately 10%), including during evening and weekends, depending on mission and assignment. Possession and maintenance of a valid Driver’s License issued by the NYS Department of Motor Vehicle is required, or otherwise demonstrate the capacity to meet the transportation needs of the job.

Minimum Qualifications Current New York State Division of Homeland Security and Emergency Services employee with one year or more permanent, contingent-permanent or 55b/c service as an Associate Accountant and are interested in reassignment; OR Current New York State employee with one year or more of permanent, contingent-permanent, or 55b/c service in a position allocated to a Grade 23 and eligible for transfer under Section 70.1 as appropriate of the Civil Service Law.
