Duties Description Incumbents assigned to the Office of the State Long-Term Care Ombudsman (LTCOP) assist in the efforts to develop, oversee and maintain a network of regional programs designed to handle complaints made by, or on behalf of, residents of long-term care facilities such as nursing homes, adult homes, assisted living residences and family type homes, thereby improving the quality of life and care of these residents.

• Overseeing operations of assigned regional LTCOP programs to ensure adherence to federal requirements and state policies and procedures.
• Providing accurate and effective technical assistance on LTC issues to regional LTCOP staff.
• Conducting Ombudsman related training to both programmatic staff and volunteers.
• Assisting in the administration and execution of LTCOP contract and funding applications.
• Conducting on-site monitoring visits of regional LTCOP programs and preparing comprehensive annual assessment reports.
• Evaluating regional programs continued compliance with contract-based work plan goals.
• The collection and review of National Ombudsman Reporting System (NORS) data which is required of each regional LTCOP and mandated by the federal Administration for Community Living (ACL).
• Conducting timely data input and analysis in the provision of quarterly/annual data audits with regional LTCOP’s.
• Assisting with the implementation, interpretation, and oversight of established LTCOP policy and procedures.
• Identifying and assisting with the implementation of statewide systems advocacy initiatives.
• Perform other duties as assigned by management.

NOTE:
• Travel may be required (approximately 30%), including some overnight.
• Possession and maintenance of a valid Driver’s License issued by the NYS Department of Motor Vehicle is required, or otherwise demonstrate the capacity to meet the transportation needs of the job.

Notes:
*There is no examination required for appointment to a NY HELPS position. Candidates hired via NY HELPS will be appointed on a permanent non-competitive basis and will begin a probationary period.

At a future date (within one year of permanent appointment), it is expected that NY HELPS employees will have their non-competitive employment status converted to competitive status, without having to take an exam. Employees will then be afforded with all the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.

Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS)* and applicants must meet the following minimum qualifications to be considered for this position:

Required Experience: One year of service as a Long Term Care Systems Specialist OR seven years of experience* administering or analyzing disability, aging, health, or social services programs for older adults and/or people with disabilities.

NOTE: IN ORDER TO AWARD THE PROPER CREDIT FOR WORK EXPERIENCE, RESUMES MUST INCLUDE MONTH AND YEAR FOR START AND END DATES. IF ANY OF THIS EXPERIENCE IS LESS THAN FULL TIME YOU MUST INDICATE THE AVERAGE NUMBER OF HOURS WORKED PER WEEK.
