Duties Description OPWDD uses a combination of clinical expertise and data-driven recommendations to inform service delivery practices. The Division of Statewide Services is responsible for generating these practices. The Bureau of Program Research and Data Analytics acts as a nexus between external research groups working towards improving care for people with disabilities, internal clinicians with expertise in service delivery and OPWDD's assessment team.
The bureau engages in research and development to inform service delivery guidance based on assessment information. This role will require expertise in research related to areas specific to the Developmental Disabilities (DD) field, such as, behavioral health, physical health, assessment for people with DD, research on caregivers, etc.
The Research Scientist 3 with be expected to develop expertise in OPWDD's assessments, including measure development and testing.
Job responsibilities include but are not limited to:
· Research and development of OPWDD measures that support decision making, allocation of resources to providers & service provision.
· Cross-teams collaboration to create options to implement measures for service delivery or clinical practice.
· Responsible for crafting communications and publishable reports that describe these measures and their applications.
· Responsible for working with customers of assessment data and assessment-based measures.
· Environmental scans & communications with other agencies/states for best practices leveraging assessment data.
· Gather information, perform analysis and/or conduct original research to inform external research teams.
· Work with SWS division leadership to support divisional goals.

Minimum Qualifications Bachelor’s degree and four years of professional research experience in an appropriate field (clinical fields relevant to the developmentally disabled population, public administration, public policy, public health or other related social science fields).
Substitutions: master’s degree in an appropriate field may substitute for one year of experience, and Ph.D. in an appropriate field may substitute for an additional year of experience.
PREFERRED QUALIFICATIONS:
• Ph.D. in an appropriate field.
• Experience conducting original research and leading research projects and production of reports/articles of publishable quality in peer reviewed journals.
• Experience designing, analyzing, applying and/or providing reviews of assessment instruments strongly preferred.
Additional Comments • If you are currently a New York State employee serving in a permanent competitive qualifying title and eligible for a transfer via Section 70.1 of the Civil Service Law, you may be appointed to this title as a permanent competitive employee.
