Duties Description The incumbent will be required to:
Research checks received and apply to the proper assessment’s Tax, Penalty and Interest in the Remittance Tracking system. Create Transmittal and deliver processed checks to the cashier.
Assist in the creation, preparation, review, evaluation, and analysis of a variety of reports and records (COGNOS).
Assist in the development and maintenance the BCMS Intranet web page.
Make revisions/corrections to BCMS entries in eMPIRE and on EDMS and help coordinate necessary changes to BCMS eMPIRE pages with IT.
Serve as Help Desk Coordinator for BCMS.
Plan, organize and monitor worklists.
Assist in developing and maintaining accurate case files.
Apply analytical techniques as required.
Access pertinent information from various processing and imaging systems.
Assist in ensuring compliance with administrative and program requirements.
Prepare and edit correspondence and other documents along with their mailing.
Demonstrates acceptable knowledge and skill in the use of prescribed software, Department systems, and other tools to effectively complete assignments.
Complete assignments independently, demonstrate initiative, self-motivation, a strong work ethic, and the ability to work well in a team environment.
Communicate effectively both verbally and in writing with both internal and external customers, such as department employees, taxpayers and tax professionals.
Comply with the Office of Human Resource Management, Affirmative Action, Code of Conduct, Ethics and Internal Control policies and procedures.
Adhere to the Department’s time and attendance rules and regulations.
Minimum Qualifications Candidates must be current NYS employees eligible for transfer in accordance with Civil Service Laws, Rules, and Regulations.

Reachable on the appropriate Civil Service Eligible List for this title and location.

This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).
For the duration of the NY HELPS Program, this title maybe filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.
Within one year of permanent appointment, it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
NON-COMPETITIVE MINIMUM QUALIFICATIONS:
Taxpayer Services Specialist Trainee 1
Associate’s degree or completion of 60 semester credit hours.
Taxpayer Services Specialist Trainee 2
Associate’s degree or completion of 60 semester credit hours and one year of experience testing tax processing systems and/or resolving tax return processing errors.
Taxpayer Services Specialist 1
An associate’s degree or completion of 60 semester credit hours and two years of experience testing tax processing systems and/or resolving tax return processing errors.
Starting salary for Taxpayer Services Specialist Trainee 1 $45,494.
Starting salary for Taxpayer Services Specialist Trainee 2 $50,844.
Note: Advanced Placement in a traineeship is at the discretion of the hiring agency.
Additional Comments Work hours and telecommuting to be discussed at the interview. This position is located in Albany, NY.
