Duties Description Under supervision of Real Estate Officer 1, works to achieve the goals and objectives of the Region 1 Real Property program. The Real Estate Specialist 2 (RES 2) has a good understanding of land, tenements and hereditaments, appraisal practice and procedure, real estate law, cartography and map reading, metes and bounds descriptions, rights-of-way and easements, techniques of negotiation, agency programs, policies and procedures. Performs more complicated transactions, carries out politically sensitive negotiations, coordinates activities with other divisions and/or agencies on major projects, confers with Office of General Counsel and Department of Law concerning Court of Claims cases and is responsible for permanent retention of real estate records.
The RES 2 works with considerable independence and supervises a unit or work team of professional positions at the SG 18 level that is responsible for completing Applications for Land Acquisition Projects, procuring and reviewing consultant appraisals, conducting title research, negotiating with private owners, drafting land purchase agreements and other required real estate documents, assisting in title clearance, coordinating closing with Department of Law and closing acquisition files for permanent retention.
The RES 2 performs the full range of supervisory activities,coordinates unit workflow and program function. Reviews work of subordinates to ensure standards and procedures are followed. Signs time sheets, approves and disapproves time off and prepares performance evaluations.
The RES 2 has frequent written and oral communications with various people including co-workers, program and administrative staff, representatives of business and organizations, elected and appointed officials and their staff, and the general public to exchange information, provide assistance and advice, clarify policies and procedures and represent the program and its officials and staff. Establishes and maintains good working relationships to foster assistance and to represent the program.
Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).
For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.
To be eligible for appointment under NY HELPS, candidates must meet the minimum qualifications below:
Minimum Qualifications:
A bachelor’s degree and three years of experience performing inspections and/or appraisals of environmental or recreational lands to include writing detailed original appraisal reports or appraisal reviews, leasing financing of real property with banks, lending institutions, mortgage organizations, or other financial organizations; OR writing detailed original appraisal reports or appraisal reviews in connection with land acquisition for a Public land acquisition agency, utility companies, or Not For Profit conservation organizations;
OR, a NYS Land Surveyor’s license with current registration and two years of experience performing inspections and/or appraisals of environmental or recreational lands to include writing detailed original appraisal reports or appraisal reviews, leasing financing of real property with banks, lending institutions, mortgage organizations, or other financial organizations; OR writing detailed original appraisal reports or appraisal reviews in connection with land acquisition for a Public land acquisition agency, utility companies, or Not For Profit conservation organizations;
OR, certification as a NYS General Certified Appraiser and four years of experience performing inspections and/or appraisals of vacant, environmental or recreational lands to include writing detailed original appraisal reports or appraisal reviews, leasing financing of real property with banks, lending institutions, mortgage organizations, or other financial organizations; OR writing detailed original appraisal reports or appraisal reviews in connection with land acquisition for a Public land acquisition agency, utility companies, or Not For Profit conservation organizations;
OR, seven years of experience performing inspections and/or appraisals of environmental or recreational lands to include writing detailed original appraisal reports or appraisal reviews, leasing financing of real property with banks, lending institutions, mortgage organizations, or other financial organizations; OR writing detailed original appraisal reports or appraisal reviews in connection with land acquisition for a Public land acquisition agency, utility companies, or Not For Profit conservation organizations.
Non-Qualifying Appraisal Experience: Preparing Comparative Market Analysis (CMA) Reports.
Non-Qualifying Work Experience: Work as a Real Estate Agent of Real Estate Broker.
Reassignment Qualifications: Currently in the title and an employee of DEC
Reinstatement Qualifications: Previously held the title on a permanent competitive basis.
70.1 Transfer Qualifications: One year of permanent, contingent-permanent, or 55 B/C service as a Real Estate Specialist 2 or Real Property Analyst 2
Additional Comments Must have a valid driver’s license or demonstrate the ability to meet the transportation needs of the position.
Must be able to negotiate difficult terrain.
Must be able to work in remote areas.
Travel may be required.
Overnight travel may be required.
Must be able to lift and move objects up to 50 pounds.
Telecommuting may be available, will be discussed at interview.

For new State employees appointed to graded positions, the annual salary is the hiring rate (beginning of the Salary Range) of the position. Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.
