Duties Description ITS provides operational support to state agencies on a 24x7x365 basis; some positions may be required to provide this critical service at any time.
Under the direction of a Director IT Services 2, M-5, the Project Manager 3, SG-25, will manage the Back Office Services Support (BOSS) team for the Chief Technology Office, IT Assets and Telecom Management and BOSS section.
Specific duties include, but are not limited to, the following:
• Develop the Back Office Services Support (BOSS) team processes and procedures including the development of a SharePoint Site to manage CTO procurements.
• Obtain user feedback on processes and develop continual process improvements to improve efficiency and timeliness.
• Assist CTO and Bureau Directors in managing and coordinating projects including procurement deadlines, budgetary approval, legal approval and contract method as well as providing templates and information to achieve consistency and accuracy across bureaus.
• Assist CTO and Bureau Directors in establishing necessary budget for new and existing projects as well as changes of scope within a project.
• Provide Bureau Directors with estimated procurement timelines related to various projects and follow up with Bureau Directors to ensure that project deadlines can be achieved.
• Oversee the development of consultant trackers and estimate the budget as it relates to available funding.
• Notify Bureau Directors when forecasts exceed available funding.
• Direct Bureau Directors to reach a solution when resources are unavailable to fulfill project need.
• Develop tracking mechanism to report project progress.
• Provide escalation point for working through challenging renewals and resolving issues with procurements/bids and invoices.
• Conduct training for Bureau Directors and designated staff to ensure they have the tools to complete projects.
• Perform the full range of supervisory responsibilities.
Minimum Qualifications Open to NYS employees with one year of permanent competitive service as Project Manager 3, SG25, (previously known as Project Manager 2, SG25) OR in a position at the SG23 level or higher deemed administrative under Section 52.6 of Civil Service Law. The transfer cannot be a second consecutive transfer resulting in advancement of more than two salary grades.

Candidates must be reachable on the current eligible list for this title in order to be list appointed.

Some positions may require up to 25% travel and/or lifting up to 50 lbs. Some positions are pending Civil Service approval. Details of position(s) will be described further if you are selected for an interview.
Positions located in New York City, will receive an additional $3,400 downstate adjustment location pay with regular annual salary. Positions located in the Mid-Hudson will receive an additional $1,650 adjustment location pay.
For the duration of the NY HELPS Program, this title maybe filled via a non- competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At this time, agencies may recruit and hire employees by making temporary appointments. In May 2024, if a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service Commission Action to permanent non-competitive and the official probationary period will begin.
At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
