Duties Description The Human Resources Director for the Adirondack Park Agency (APA) will report to the Executive Director of APA and be responsible for overseeing agency HR functions. Specific duties will include:
• Provide HR strategic leadership to the agency.
• Consult with agency legal staff and other State agencies as needed, including NYS Office of Employee Relations (OER), NYS Department of Civil Service (DCS), NYS Office of the State Comptroller (OSC), the Division of the Budget (DOB), on HR including personnel, training, and labor relations issues.
• Consult with agency legal staff and other State agencies as needed and provide actionable advice on employment and labor risk, including labor management relations, labor grievances, and compliance with applicable federal and state laws, rules, policies, executive orders, and directives.
• Recommend HR best practices and manage implementation, including agency and mandated trainings.
• Recommend ways and participate in efforts to streamline HR work processes strengthen customer service and foster a culture within the agency of learning and growth.
• Develop best practices for recruitment and retention. Attend related conferences and engage professional, administrative and/or technical organizations.
• Oversee civil service compliance, including developing and maintaining recruitment and employment policies/practices and coordinating with DCS to ensure effective examination program and testing plans.
• Oversee and participate in Labor Relations matters including attending hearings or issuing disciplinary and grievance matters.
• Provide supervisory responsibilities for assigned HR staff and oversee all HR practices to ensure the effective and efficient daily operations of all human resources functions, ensuring timelines are managed and deadlines are met.
• Assist to structure the organization, hire staff, and foster collaboration among staff to assist in achieving HR related items within APA’s strategic plan.
Minimum Qualifications Preferred candidate will have a bachelor’s degree and five years of experience* in human resources, employee training, or labor relations. Two years of this experience must have been at a managerial level**.
*Substitutions: four years of specialized experience or associate’s degree and two years of specialized experience may substitute for bachelor’s degree; J.D. or master’s degree may substitute for one year of specialized experience; Ph.D. may substitute for two years of specialized experience.
**Managerial experience is defined as direct leadership, management, and strategy execution for an identifiable organizational unit or program which includes direct management of program planning, development, resource allocation, monitoring, evaluation, research and analysis, and policy formation. This experience should also include administrative supervision of professional staff.
