Duties Description Receive, review and process requests for the purchase of all types of goods and services. Discuss purchase requisitions with the appropriate agency representative or program administrator to obtain estimates of usage, required delivery dates, and any other factors which may affect agency needs. Review requests to determine if there are preferred sources or existing contracts or if the purchase is to be made on the open market. Ensure conformance with appropriate rules, regulations, and agency procedures and policies.

Review inventories, manufacturers’ catalogs and all other available sources to determine the availability of requested items and alternatives for various items.

Coordinate office supply ordering, stocking, and distribution for units within Division Headquarters, Academy, and Forensic Investigation Center.

When appropriate and in accordance with applicable laws and the rules and regulations of the Office of General Service and the Office of the State Comptroller, formulate specifications and proposals, preparing for and participating in bid openings, preparing purchase orders and following-up on tardy or unsatisfactory deliveries and performance.

Provide information and guidance to other agency personnel concerning governing laws, purchasing rules, regulations and procedures.

Supervise mailroom operations and subordinate staff assigned to the purchasing unit, including oversight and coordination of deliveries to the Division Headquarters loading dock.

Coordinate document shredding and dry-cleaning services for Albany area offices.

Manage sworn member uniform stock, including product sourcing and ordering, as well as maintenance of physical and electronic inventory.

Maintain agency inventory database, ensuring property tag issuance and tracking of required items.

Assist supervisors with annual agency statewide physical inventory; Capital Assets reporting, and the Office of General Services surplus program to dispose of or acquire agency equipment and supplies.

Frequent written and oral communication with agency personnel, vendors, the Office of General Services and the Office of the State Comptroller.

Minimum Qualifications One year service in a clerical or paraprofessional position allocated to SG-9 or higher.

Preference will be given to candidates who have knowledge of New York State Procurement and Purchasing requirements.

Minimum qualifications must be met by the closing date of the posting.
