Duties Description Under the supervision of a Human Resources Specialist 2, the Human Resources Specialist 1 will perform general personnel activities, which include: staffing, classification, recruitment, exam planning, and employee services. The DOT Personnel Bureau provides services to over 8,000 employees.
Duties include but are not limited to:
• Assist in the management of workforce through appointments, promotions, transfers, reinstatements and terminations; and develop requests for new positions, reclassifications, reallocations, minimum qualifications for exam planning, earmark releases and special salary treatments as assigned.

• Understand and interpret Civil Service Law, State Personnel Management Manual, Civil Service Attendance and Leave Manual, Title and Salary Plan and other official references to properly perform a wide variety of human resources activities.

• Assist with recruitment related activities and events.

• Participate in exam planning, including serving as a liaison between program areas and the NYS Department of Civil Service.

• Effectively communicate with candidates, providing timely responses to inquiries and providing information on the appointment process.

• Reviews tentative classification standards. Coordinates with affected program staff for appropriate and timely comments.

• Participate in large workforce initiatives at DOT, such as Seasonal Hiring and Reductions in Force.

• Review and ensure timely completion of probation reports. Provide guidance to program managers regarding the probationary termination process.

• Assist in the development and instruction of standardized guidance for internal staff.

• Special Projects or assignments as needed.
The incumbent selected for this position must possess excellent oral and written communication skills and will be required to establish and maintain working relationships with professional, paraprofessional and support staff.



Responsibilities may include serving a role within the Incident Command System to support the department's response to regional and statewide emergency situations.

Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).*

To be considered for appointment through NY HELPS, or 55 b/c, candidates must meet the open competitive minimum qualifications for this position. The qualifications are:

Human Resources Specialist Trainee 1:
A bachelor's or higher degree.

Human Resources Specialist Trainee 2:
A bachelor’s degree and one year of professional human resources experience.
Substitution: A Juris Doctor, master’s or higher degree in a related field* can substitute for one year of specialized experience.

Human Resources Specialist 1:
A bachelor’s degree and two years of professional human resources experience.
Substitution: A Juris Doctor, master’s or higher degree in a related field* can substitute for one year of specialized experience.

*Hiring agencies have discretion in determining whether a degree is related to the duties of the position.

If chosen, you may, at the agency's discretion, be appointed to a higher level. You must inform the agency of any additional qualifications at your interview.

Candidates may also be qualified for permanent competitive appointment if reachable from the appropriate Civil Service eligible list or eligible for reassignment or transfer in accordance with Civil Service Law.

*This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.

At a future date, it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in an NY HELPS title, employees may take part in any promotion examination for which they are qualified.
