Duties Description ITS provides operational support to state agencies on a 24x7x365 basis; some positions may be required to provide this critical service at any time.
The Office of Information Technology Services (ITS), Classification and Recruitment office is seeking an experienced, energetic, innovative HR Professional to support personnel services within ITS which will be responsible for a wide range of activities in accordance with Civil Service Law, Rules and Regulations, policies, and procedures. Duties include but are not limited to:
• Manage the administration of staffing, classification, compensation, examination planning, and general personnel activities for assigned program areas.
• Review, prepare, submit, and respond to Civil Service for approval of staffing, classification, and compensation requests. Respond to inquiries from managers and employees in program areas regarding personnel issues.
• Monitor the status of employees and items and recommend appropriate actions.
• Perform the full range of supervisory responsibilities, including training and mentoring of Human Resources Specialist 1s.
Minimum Qualifications Candidates must be reachable on the current Civil Service eligible list for this title. After one year of service at the full performance level, successful candidates will be qualified for appointment from the eligible list.

Transfer Opportunity: Candidates within State Service can be considered transfer to a competitive class position if they have one year of permanent competitive or 55-b/55-c service in a title eligible for transfer under Section 70.1 of the Civil Service Law.
OR
Candidates within State Service can be considered for transfer via Section 52.6 of the Civil Service Law by having at least one year of permanent competitive or 55-b/55-c service in a qualifying title within two salary grades or one M grade of the grade 23 level.
OR
Provisional Opportunity: In the event that there is not a valid eligible list, candidates who meet the following promotion qualifications may be qualified for a provisional appointment: Candidates must have one year of permanent competitive or 55-b/55-c service as a Human Resources Specialist 1, Human Resources Specialist 1 (Labor Relations), or Head Clerk Personnel.
If you are appointed provisionally, you must take the examination for this title and your score must be reachable on the resulting eligible list before you can be permanently appointed. If you do not pass the examination or achieve a reachable score, you may not be retained.
OR
Non-Competitive Promotion: A permanent competitive appointment via a non-competitive promotion examination (NCP) may also be made pursuant to Section 52(7) of Civil Service Law, if three or fewer qualified candidates in the Department promotion field apply for this position. Qualifications for this title include: One-year permanent competitive service as (Human Resources Specialist 1 or Human Resources Specialist 1-Labor Relations, SG-18).
Additional Comments ITS will not offer permanent employment to any candidate unless the candidate provides documentation that they are authorized to accept work in the United States on a permanent basis. It is the policy of ITS not to hire F1 or H1 visa holders for permanent employment or to sponsor non-immigrant aliens for temporary work authorization visas or for permanent residence.
Some positions may require fingerprinting.
Some positions may require up to 25% travel and/or lifting up to 50 lbs. Some positions are pending Civil Service approval. Details of position(s) will be described further if you are selected for an interview.
If eligible, positions located in New York City will receive an additional $3,400 downstate adjustment location pay with regular annual salary. Positions located in the Mid-Hudson will receive an additional $1,650 adjustment location pay.
For the duration of the NY HELPS Program, this title maybe filled via a non- competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At this time, agencies may recruit and hire employees by making temporary appointments. In May 2024, if a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service Commission Action to permanent non-competitive and the official probationary period will begin.
At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
