Duties Description The Assistant Engineer (Environmental) position will work within the Bureau of Water Supply Protection (BWSP) in the Emergency Preparedness and Cybersecurity unit. The BWSP consists of a diverse team of scientists and engineers that work to protect the health of New Yorkers and ensure high quality drinking water is available at the tap. This position will be part of a team that will implement first-in-nation cybersecurity requirements for the drinking water sector and work closely with drinking water utilities ensure all-hazards water system resilience and preparedness. The Assistant Engineer (Environmental) will conduct inspections of water supplies, with a focus on operational technology, information technology, and electronic control systems. They will provide engineering technical support for water utilities looking to improve their cybersecurity posture.
The incumbent will respond to emergencies at drinking water supplies by evaluating the condition of public water supplies following a natural disaster, cybersecurity incident, and/or critical infrastructure failure that impacts the delivery of potable water. They will also evaluate the infrastructure for all-hazards resilience by working with water systems to develop capital improvement plans and undertake infrastructure projects to improve all-hazards resilience. The incumbent will also conduct sanitary surveys (inspections) of water systems to document the presence of sanitary defects, significant deficiencies, and violations of the sanitary code.
The Assistant Engineer (Environmental) will assess the compliance with drinking water regulations by reviewing and approving vulnerability assessments and emergency response plans. The incumbent will be responsible for implementing drinking water regulatory requirements by issuing violation notices to water systems that fail to comply with drinking water regulations.
Minimum Qualifications HELPS Minimum Qualifications:
Engineer Trainee, NS (Grade 18):
Either 1. a bachelor's degree or higher in engineering or engineering technology.*
Or 2. proof of passing the NCEES Fundamentals of Engineering Examination (FE) AND one year of full-time engineering experience as listed below.**
Assistant Engineer (Environmental), Grade 20:
Proof of passing the National Council of Examiners for Engineering and Surveying (NCEES) Fundamentals of Engineering Examination (FE) AND a qualifying bachelor's degree or higher as listed below,* OR proof of passing the National Council of Examiners for Engineering and Surveying (NCEES) Fundamentals of Engineering Examination (FE) AND one year of full-time qualifying engineering experience as listed below.**
For both titles:
*Qualifying degrees: Aeronautical Engineering, Aeronautical Engineering Technology, Chemical Engineering, Civil Engineering, Civil Engineering Technology, Environmental Engineering, Environmental Engineering Technology, Environmental Design Engineering, Environmental Resources Engineering, Environmental Systems Engineering, Forest Engineering, Geological Engineering, Geotechnical Engineering, Materials Engineering, Materials Science and Engineering, Mechanical Engineering, Mechanical Engineering Technology, Metallurgical and Materials Engineering, Paper Engineering, Petroleum Engineering, Plastics Engineering, Sanitary Engineering, Soil and Water Resources Engineering, Water Resources Engineering, or Engineering Science with a recognized concentration in any of the above listed engineering degrees.
**Qualifying experience: one year of full-time experience in sanitary, public health or environmental engineering
Preferred Qualifications: The preferred candidate will have familiarity with drinking water regulations; demonstrate the ability to read and understand engineering plans, specifications, and engineering reports related to drinking water. They will have the ability to prioritize work and effectively manage multiple projects and programmatic tasks in a fast-paced environment. The preferred candidate will be able to communicate effectively, including public speaking with diverse stakeholders such as consulting engineers, local health department officials, other State agencies, and members of the public. They will also have an understanding of industrial control systems, operational technology or supervisory control and data acquisition systems and their application in drinking water treatment.
Additional Comments One full-time competitive or non-competitive permanent appointment opportunity. Position may be filled at a trainee level (equated to Grade 18) or Assistant Engineer (Environmental), Grade 20, depending upon the qualifications of the candidate.
This position is being posted for statewide locations based on agency operating needs. If filled at the Assistant Engineer (Environmental), Grade 20, level, the selected candidate will be eligible for an additional geographic pay differential of $7,000 or $13,500, depending on the fill location.
This item may be filled in Buffalo, Rochester, Syracuse, Albany, New York City, or in a CEH district office location. Applicants should indicate location of interest.
