Duties Description The New York State Education Department’s (NYSED) Office of Educational Policy is seeking candidates for a Project Assistant position in the Office of Charter Schools. The Office of Charter Schools is responsible for creating and sustaining excellent educational options for New York State families on behalf of the Board of Regents through high quality charter school authorizing, fair and transparent oversight of all charter schools, and the dissemination of innovative school designs and practices. The New York State Education Department received a $121 million Charter School Program grant which includes the addition of two new staff to manage this project, which will result in a significant expansion in the number of high-quality charter schools in operation throughout New York State. The list of duties include, but are not limited to:

• Work collaboratively with charter school authorizing partners in New York to develop and implement the dissemination sub grant competition Request for Proposal and supporting policies and guidance;
• Conduct outreach and training activities to raise awareness among both potential charter school applicants and public school partners;
• Conduct outreach to charter schools that propose in-depth engagement partnerships, which may include "embedding" key charter school staff members at the school;
• Develop and coordinate implementation of the formal evaluation of dissemination projects (both from disseminating and partner schools) and student achievement impacts;
• Plan and deliver professional development sessions for charter school staff to support the implementation of best practices and innovative methodologies; and
• Develop and maintain professional development materials and resources to assist charter schools in their dissemination efforts.

Minimum Qualifications MINIMUM QUALIFICATIONS: Candidates must possess a bachelor’s degree in education, public policy, or a related field AND three years of professional experience in education policy, charter school support/administration, or grant management. A master's degree may substitute for one year of specialized experience.

PREFERRED QUALIFICATIONS:
• Experience working with charter schools and public-school districts.
• Background in developing and implementing professional development programs.
• Comprehensive knowledge of charter school policies and regulations in New York State.
• Understanding of school improvement and turnaround strategies.
• Familiarity with grant management processes and best practices.
• Proficiency in program evaluation.
• Certifications: NYS permanent or professional certification in classroom teaching, administration and supervision, or school service.

Additional Comments CONDITIONS OF EMPLOYMENT:
This will be a temporary appointment. Promotions and transfers may change appointees’ negotiating unit. Candidates should be aware that changes in negotiating units may affect their salary, insurance, and other benefits. Verification of degree will be required at the time of interview for all candidates. This position allows for the opportunity to telecommute up to 30% each bi-weekly pay period and is granted at the discretion of the supervisor and the appointing office. This position will require 20% in-state/Statewide travel. Federal law may impose additional requirements or restrictions regarding positions that receive federal funding.

This position leads to a maximum salary of $109,650 based on annual performance advances. For new State employees appointed to graded positions, the annual salary is the hiring rate (beginning of the Salary Range) of the position. Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.
