Duties Description This position resides in the Emergency Transportation Operations and System Security Bureau of the Office of Traffic Safety & Mobility. Typical responsibilities may include, but not limited to:

? Manage the security of the Department’s Operational Technology (OT) systems and coordinate with the NYS Office of Information Technology Services (OITS) on the security of Information Technology (IT) systems.
? Develop and execute the Department’s Cybersecurity Incident Response Plan.
? Develop and manage processes to classify OT assets and categorize security risk levels for Department OT systems.
? Ensure the Department is aligned with tested OT security models (e.g., Purdue Model) and industry guidelines (e.g., NIST SP 800-82r3)
? Represent the NYSDOT on state and national committees related to transportation cybersecurity.
? In conjunction with OITS, coordinate cybersecurity and cyber-incident planning across the Department.
? Assess cybersecurity risks, identify vulnerabilities, and determine capability gaps with the focus of allocating resources to prioritize the most critical needs.
? Coordinate and deliver cybersecurity awareness training, focusing on OT security.
? Collaborate with the Transportation Systems Management and Operations (TSMO) Bureau and ensure security of all projects in the TSMO Technology Plan including, but not limited to, the Statewide Advanced Traffic Management System (ATMS), Network Security, and Network Standardization and Consolidation.
? Determine the impact of emerging and evolving technologies (i.e., 5G, CAV, cloud computing, Intelligent Transportation Systems, IoT) on the security of IT and OT systems.
? Serve as subject-matter expert and point of contact to Department executives and program managers making decisions related to the Department’s use and implementation of IT and OT solutions.
? Lead security reviews and compliance assessments for all Artificial Intelligence applications within DOT.
? Perform full range of supervisory responsibilities and other duties as assigned.



Responsibilities may include serving a role within the Incident Command System to support the department’s response to regional and statewide emergency situations.

Minimum Qualifications Non-competitive: Seven years of information technology, cybersecurity, or information assurance experience*, including one year at the supervisory level.

*Substitutions:

A bachelor's or higher-level degree in any field including or supplemented by 15 semester credit hours in computer science or related field substitutes for three years of required experience; any bachelor’s substitutes for two years of required experience.

An associate degree with 15 semester credit hours in computer science or related field may substitute for one year of required experience. Candidates in a bachelor’s degree program with at least 15 semester credit hours in computer science or related field may substitute such credits for one year of required experience.

A master’s degree or higher in computer science or related field substitutes for one year of required experience.

Preferred Qualifications:
Bachelor’s Degree with a concentration or major in Information Security, Cyber Security, Digital Forensics, or a related field, Professional certifications such as Certified Information Systems Security Professional (CISSP), Certified Information Security Manager (CISM), Certified Information Systems Auditor (CISA), CompTIA Security+, or SANS GIAC. Experience with relevant National Institute of Standards and Technology (NIST) security standards and common OT security models (e.g., Purdue Model). Excellent interpersonal, written, and verbal communications skills; Excellent analytical and problem-solving skills; Demonstrated critical thinking, problem solving and analytical skills; Experience presenting to executives and leadership teams, with the ability to communicate IT/OT security and risk-related concepts.
