Duties Description Duties include but not limited to:
• Budget Preparation, Development and Monitoring:
o Assist with annual budget projections.
o Assist with forms and documents needed for submitting budget requests.
o Assist with review of legislation impacting the agency.
o Assist with managing and organizing agency topics for annual budget testimony.
• Managing of Program Area:
o Work with Personnel and assigned program area managers within the agency to track and maintain hiring requests.
o Manage purchase requests, travel requests, and any other budgetary needs for assigned program area.
• Budget Tracking:
o Work with Contracts/Procurements/Expenditures to review and track spending within the agency.
o Review and manage agency appropriation and cash – balances, errors, and coding.
• Reports:
o Download and manipulate reports using state databases and excel to monitor payroll, cash, appropriation, and spending information.
• Projects and Analyses:
o Attend meetings on assigned projects to represent Fiscal.
o Provide any needed financial or budgeting information.
o Work on any analyses needed for project.
• Communication:
o Report to Fiscal’s chain of supervisors and managers with feedback on projects, analyses, spending, and payroll information.
o Work with managers and employees from other areas within the agency.
o Work with the Division of Budget examiners assigned to our agency on budget maintenance, legislation issues/impacts, contracts and travel requests needing Budget approval, and any other related communication.
Minimum Qualifications To be eligible for the Senior Budgeting Analyst, G-18 or Budgeting Analyst Trainee 1/2, G-NS position you must meet one of the following conditions as detailed below:
NY HELPS*:
For Senior Budgeting Analyst, G-18: A bachelor's degree and two years of professional experience in budget estimation, justification, and expenditure control functions.
Substitution**: A Juris Doctor, master’s or higher degree in a related field can substitute for one year of specialized experience.
For Budgeting Analyst Trainee 2, G-NS (Equated to G-16): A bachelor's degree and one year of professional experience in budget estimation, justification, and expenditure control functions.
Substitution**: A Juris Doctor, master’s or higher degree in a related field can substitute for one year of specialized experience.
For Budgeting Analyst Trainee 1, G-NS (Equated to G-14): A bachelor's or higher degree.
Transfer:
One year of permanent, contingent-permanent, or 55b/c service allocated to a G-11 or higher eligible for transfer under Section 52.6 or Section 70.1 of Civil Service Law or currently serving in the title and eligible for reassignment.
Reinstatement:
If you previously served in this title or in a title otherwise transferable to this title, you may be considered for reinstatement pursuant to Civil Service Law, if it is in the best interest of the agency. If you left state service more than one year ago, the reinstatement must also be approved by the Civil Service Commission. All reinstatements must serve a mandatory 52-week probation period.
55b/c Appointment:
This position is eligible for 55b/c designation and candidates with 55b/c eligibility are encouraged to apply. Candidates must meet the minimum qualifications stated above and must submit their current 55b/c eligibility letter along with their application.
*This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). For the duration of the NY HELPS Program, this title maybe filled via a non-competitive appointment, which means NO EXAMINATION IS REQUIRED, but all candidates must meet the minimum qualifications of the title for which they apply.
At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, WITHOUT HAVING TO TAKE A CIVIL SERVICE TEST. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
Additional Comments Hours of the position will be discussed at the time of interview, including questions regarding Flextime, AWS/Compressed work week and Telecommuting.
