Duties Description In the Department of Motor Vehicles (DMV) Technology, Strategy and Innovation - Business Analysis Office, the Business Systems Analyst 2, G-23, will be responsible for assisting in research analysis to identifying solutions, enhancements, and changes related to various departmental communications and business processes.
Duties include, but are not limited to:
• Review policy, procedure, and legislative documentation to define business requirements.
• Design and develop new business processes working with
business unit staff.
• Lead business analysis activities to support system
development efforts, including the creation of functional Use
Cases, process models and other business analysis artifacts
as needed.
• Leverage analysis techniques like user stories, product
family matrices, functional decomposition, etc. to elicit requirements.
• Elicit and document requirements as part of the Request for Proposal (RFP) process.
• Create and maintain requirements management plans to
manage analysis work throughout the system and project
management lifecycles.
• Create and maintain business requirements within a
requirements traceability matrix (RTM).
• Create and maintain business rules within a business rules
engine.
• Coordinates with all appropriate stakeholders to gather,
review, analyze and summarize existing documentation (business rules, data dictionaries, project artifacts).
• Plan and facilitate meetings with internal and external
stakeholders as necessary.
• Provides periodic written and/or verbal reports to the
Business Analysis Office Director and immediately escalates
critical issues.
• Maintain a working environment that is committed to
attracting, developing, and retaining a competent and highly
motivated workforce.
• Map requirements to test cases within RTM to ensure end-
to-end verification of agency needs.
• Develop test scripts/scenarios, execute testing, and analyze results.
• Coordinate with various stakeholders to execute Functional
and User Acceptance Testing.
• Demonstrate strong, professional, respectful communication skills, both verbally and in writing.
• Perform full range of supervisory activities for subordinate staff.
Minimum Qualifications To be eligible for this position, you must meet one of the following conditions:
1. Eligible for appointment from the Business Systems Analyst 2, G-23 eligible list
2. In a G-21 or higher title that meets criteria for reassignment or a 70.1 or 52.6 transfer
3. For NY HELPS appointment*: To be eligible for a NY HELPS appointment, the candidate must have:
A bachelor’s degree and three years of business analysis experience in a largescale automated system such as a customized Oracle People Soft application, performing the following: eliciting requirements as the foundation for the solution to the organization’s business needs; identifying solutions aimed at improving the efficiency and effectiveness of the system, business process, or product/service to fulfill the business requirements; describing in a written document what the system, process, or product/service must do in order to satisfy the established business requirements; validating requirements throughout the product/system development life cycle (SDLC); and developing test plans/scenarios and logical designs, testing the scenarios, reviewing test results, identifying constraints and risks, and/or communicating with stakeholders.
Substitution: A Juris Doctor, master’s or higher degree in a related field can substitute for one year of specialized experience.
*This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means NO EXAMINATION IS REQUIRED, but all candidates must meet the minimum qualifications of the title for which they apply.
At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, WITHOUT HAVING TO TAKE A CIVIL SERVICE TEST. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
