Duties Description The Division of Grants, Contracts and Procurement is organized into four distinct but interdependent teams: Grants, Contracts and Procurement, Contract Monitoring and Fiscal Operations. This position will lead the Contracts and Procurement Unit, the group responsible for managing the procurement of commodities and services to support court operations and administration. The position will report to the Division Director.
Responsibilities include but are not limited to:
•Promoting open, fair, and competitive procurement processes in conformance with law and policy.
•Providing technical assistance to OCA Division Directors, senior judicial district office staff and other UCS managers tasked with making major purchases of goods or services.
•Promoting a responsive customer service approach among unit staff.
•Working collaboratively with the Grants, Contract Monitoring and Fiscal Operations Units
•Reviewing purchase requests to determine the appropriate procurement vehicle: i.e., OGS Contract, Single/Sole Source, Request for Bids (RFB) or Request for Proposals (RFP).
•Providing technical assistance to purchasers to develop clear and concise scope documents to describe the required goods or services to potential bidders.
•Developing procurement evaluation tools to ensure products or services meet UCS requirements for form, function, and utility.
•Developing Q&A responses to questions submitted by the vendor community as part of the RFB and/or RFP process.
•Assigning and coordinating proposal evaluation teams.
•Analyzing bid and/or quote data, preparing conclusions and recommendations, and issuing contract awards.
•Supervising subordinate staff throughout the procurement process.
•Prioritizing procurements and ensuring that necessary steps are taken to promote timely contract implementation, uninterrupted services and/or prompt receipt of goods.
•Coordinating the review of procurement instruments by OCA Counsel.
•Act as the primary point-of-contact for UCS procurements pending Office of the State Comptroller review and approval.
Minimum Qualifications One year in the Management Analyst title; or Master's degree from an accredited college or university and four (4) years of relevant experience; or An equivalent combination of education and experience.
